A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION OT THE BUREAU
OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE,
DIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF:
AN AREA -WIDE CRIME PREVENTION PROJECT TO IDENTIFY
AREAS OF COMMON CONCERN AND DEVELOP A WELL
COORDINATED, CONCERTED EFFORT INCLUDING CITIZEN
INPUTS TO OPTIMIZE APPROPRIATE RESOURCE UTILI-
ZATION, MINIMIZE EXPENDITURES AND MAXIMIZE
THE QUALITY OF LIFE IN THE CITY, PROVIDING
FOR AN APPROPRIATION OF $30,000 AS THE CITY'S
CASH MATCHING FUND FROM THE
79 SIECIALAL YPROGRAMS
AND ACCOUNTS OF THE

BUDGET; AND FURTHER AUTHORIZING THE CITY
MANAGER TO ACCEPT THE GRANT AND EXECUTE THE

WHEREAS, the City.Commision, after thorough
sideration of the problem and available data has hereby
determined that the creation of a program will (1) success-
fully integrate government criminal justice and noncriminal
justice resources with private business," industry and citi-
zen resources in a'comprehensive and coordinated approach
to crime prevention; (2) increase local jurisdiction capacity
to impact on crime prevention through sound crime data
analysis (Management Information System), broad based multi-
con -
discipline planning and total community involvement; (3)
increase community cohesion and involvement: in community'
crime prevention programs; (4) reduce public fear of crime;
(5) discourage juvenile involvement in criminal and de-
linquent activity; (6) improve Federal Agency coordination"
of crime prevention planning and implementation strategies,
is in the best interest of the general public; and
WHEREAS, under the terms of Public Law 90-351,' as
amended, the United State of America has authorized the Law
Enforcement Assistance Administration (LEAA), through the
Florida Bureau of Criminal Justice Planning and Assistance,
to make Federal Grants to, assist local government in the

WHEREAS, the City Commission has examined and duly
considered
Act andconsiders it to be in the public
interest and to the ,benefit of the. City. of Miami to file
an application under said Act and to authorizeother action
such
in connection therewith;
NOW, THEREFORE, BE IT. RESOLVED BY THE COMMISSION
OF THE CITY; OF"MIAMI,.FLORIDA:
Section 1. The Area Wide Crime Prevention Project
is in the best interestof the City of. Miami

amended, for a grant to be made to the City to assist in
defraying the cost of the project generally described, above.'
Section"3 If such grant be made,the City shall
or make necessary arrangements to provide such
funds and/or in -kind contributions in addition to the grant
as may be required by the said Act to defray, the cost of

Section 4. The, City is aware that at least 50% of
the minimum required non-federal cost, of the project be appro
priatedcash and that such, City funds designated as local hard
cash contributions in all related project budget schedules
that are to be provided by the City are hereby appropriated
new City funds for Criminal Justice use for the express purpose
of matching the LEAA funds and have beenprovidedfor in the
Special Programs and Accounts of the 1978-79 City fiscal
Year Budget in the amount of $30,000.00.
Section 5. (a) The City. Manager is hereby authorized
o furnish such information and take such other action as may be
necessary to enable the City to qualify for said grant and to
accept, the grant and execute all necessary agreements to imple
ment the project upon receipt of the grant.

(b) The City Manager is hereby designated
as the City authorized representative for the purpose of
furnishing to the Florida. Bureau of Criminal, Justice Planning
and Assistance such information, data and documents pertaining
to the application for said grant as may berequired and other-
wise to act as the authorized representative of the City of
Miami in connection with this application.
(c) If such grant be made, the Cityof
Miami;' shall maintain

Bureau of Criminal Justice Planning and Assistance to support
the implementation of the project generally described above.
Section 6 This resolution shall take effect
immediately upon its adoption and certified copies hereof
are to be included as part of the application for the herein
grant to be submitted to the Florida Bureau of Criminal
Justice Planning and Assistance.

Area ";WideCrime Prevention
Project
The Miami Police Department is now in the process ofdrawing up
final appl'cation for the above referenced Grant. This, project
is funded through an LEAA Grant and MatchingLocal..Funds.,
The purpose of the project is to develop : and i mptement a multi
faceted City-wide Crime Prevention Program incorporating the ef-
forts of citizens, business groups, law enforcement agencies and
other Federal, State and local agencies in a coordinated and viable
cost-effective program.
Expected:
A successfullyintegrated government criminal justice
and non -criminal ;justice resources with private business,
