A RESOLUTION STRONGLY URGING THE DADE COUNTY COM-
MUNITY ACTION AGENCY TO CONTINUE FUNDING THE ALL
SAINTS HEADSTART CENTER, 1045 S.W. 27 AVENUE, MIAMI,
FLORIDA, IN THE AMOUNT OF $14,115; AND FURTHER
REQUESTING THAT DADE COUNTY COMMUNITY ACTION AGENCY
CONTINUE TO FUND, AS WELL, ALL OTHER HEADSTART
CENTERS LOCATED WITHIN THE LIMITS OF THE CITY OF
MIAMI; AND FURTHER DIRECTING THE CITY CLERK TO
FORWARD A COPY OF THE HEREIN RESOLUTION TO MAYOR
STEPHEN P. CLARK AND TO EACH MEMBER OF THE DADE
COUNTY BOARD OF COUNTY COMMISSIONERS AND TO MR.
ISAAC WITHERS, EXECUTIVE DIRECTOR OF THE DADE
COUNTY COMMUNITY ACTION AGENCY AND TO EACH OF THE
INDIVIDUALS SERVING ON THE BOARD WHICH ADMINISTERS
THE DADE COUNTY COMMUNITY ACTION AGENCY.
WHEREAS, the ALL SAINTS HEADSTART CENTER, located
1045 S.W.. 27 Avenue, Miami, Florida has been in continuous and
successful -operation over the past.8 years and..presently offers
over 100 children an important cultural and educational opportun-
ity; and
WHEREAS, the All Saints Episcopal Church has agreed to
reduce the rental cost for the program by some 26.5%, (from $815
to $600 per month, amounting to an annual reduction of $2,580); and
WHEREAS, the vital needs of the residents of a neighbor-
hood served by an area nursery center engaged in the Headstart
Program can only be met by keeping the HEADSTART. CENTER in the
neighborhood where the culturally and educationally deprived child-
ren live; and
WHEREAS, closing the above CENTER, which is funded by the
Dade County Community Action Agency, is apparently panned for the
DOCUMENT INDEX
immediate future; and ITEM NO.

WHEREAS, the additional expense of transporting the in-
volved unfortunate children to another area is estimated at $6,414;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Community Action Agency of Dade County, Florida
is hereby strongly urged to continue its funding,in the amount of,
$14,115, for the ALL SAINTS HEADSTART CENTER, located at 1045 S.W.
27 Avenue, Miami, Florida; and further requesting that Dade County
Community. Action Agency continue to fund, as well, all other Head -
start centers located within the limits of the city of Miami:.

Section 2. The City Clerk is hereby instructed to
forward a copy hereof to Mayor Stephen P. Clark and to each
of the following members of the Dade County Board of County Com-
missioners:

Beverly Phillips
James F. Redford
Harvey Ruvin
Barry D. Shreiber
Ruth Shack
Section 3. The City Clerk is hereby further instructed
to forward a copy hereof to Mr. Isaac Withers, Executive Director
of the Dade County Community Action Agency, and to each of the
members of the Board which administers the Dade County Community
Action Agency.

TO THE MEMBERS OF TH5OMINISTERING BOARD OF COMMUNIACTION AGENCY:
In view of the many unfavorable circumstances that are presently prevailing
against our Center in the Little Havana Area (All Saints Episcopal Church), we the
parents of the above mentioned center are asking the Administering Board of C.A.A.
to take an immediate concern and action regarding this issue.
Let it be known to this Administering Board and all those concern, that:
a) There is a deep concern on the part of the parents affected by this action of
closing out our center, regarding the inconvenience and unnecessary hoppening that
-this action might concern to you.
b) Let it known to the Administering Board that our children will be taken away
from their neighborhood and enviornment to one of the most highest crime area in
the City of Miami and Dade County, to the point that the School Board had to close
that educational facility because of killings, rapes, and violence for grown up
students, where is the safety factor taken in consideration? Safety factors, of
course, is our concern as parents.
c) To transport our children from 3 and 4 years of age, over a greater distance,
13 miles away, every day of the week, increasing the risk of accidents and the en-
dangerment of the lives of our children. Traveling sitance from our area located
in the vecinity of 12th Street SOUTH WEST to the area of 45th Street NORTH WEST,
all the way across the city in the rush hours further endangers the lives of our
children, and in case of sickness or illness, the parents will not be able to pick
up the sick child because of lack of transportation.
d) The head start program is based upon the neighborhood concept the area concept
not in a city wide concept, especially that in order to maintain our center open in
our own area and neighborhood, we only need $14,115.00 for the year 1979-1980. If C.A.A.
receives more than FOUR MILLION DOLLARS for the operation of the Head Stard program,
why can't you help us to maintain our 8 years old center by allocating $14,115.00 to
the Little Havana area?
e) Presently our center accomodates more than a hundred kids, we have now applica-
tions for 124 children, why these children will be deprived of an important educatio-
nal opportunity because of an irresponsible action?

f) Meanwhile other communities are privileged with more than one facility with less
children, we in the Little Havana area, we ONLY HAVE ONE CENTER to serve the needs of
the working parents in the Little Havana neighborhood.
g) In order to help and to keep this center open, the Episcopal Church has agreed
to reduce the rental payment from $815.00 per month to $600.00 per month, a saving of
S215.00 per month, or $2,580.00, a net savings of 26.5% (per cent) from last year rent.
h) The transportation over cost, over expense, for this purpose alone will be an in-
crease of $6,414.00 from last year, in a year of energy crisis, personnel reductions,
and budget balancing, how can you increase $6,414.00, spending it in transportation when
you can save that amount and 26.5% in rent or $ 2,580.00 by not spending those $6,414.00.
i) Once again your immediate concern regarding this important situation will be great-
ly appreciated by all of us working parents and taxpayers. Please take the appropiate
actions to guarantee the concept of neighborhood and area nursery center, the ONLY ONE
that we have in Little Havana, the reduction in operating cost versus more expenditure
for transportation to a high crime area for youngsters and adults, what will be left for
little tots.

I am hereby requesting that a resolution be considered for the City Commission
on the meeting scheduled for June 25,"1979, requesting from the Dade County"
Community Action Agency advisory board the continuation of funding approximately`_
$14,150 which has kept open the ALL SAINTS HEADSTART CENTER, at 1045 S.W. 27th
Ave. for the last 8 years. This center served an approximate number" of;130
children and it is the only one of its nature funded by C.A.A. in the Little
Havana area.
