HomeMy WebLinkAboutR-79-0496RESOLUTION NO. 79-496 A RESOLUTION ALLOCATING ACTION COMMUNITY CENTER $29,000 OF COMMUNITY DEVELOPMENT FUNDS PREVIOUSLY APPROPRIATED BY ORDINANCE NO. 8943 P.DOPTED JUNE 4, 1979, TO PREVIOUSLY "APPROVED SOCIAL SERVICE PROGRAMS FOR THE PERIOD COMMENCING AUGUST 1, 1979 AND ENDING JUNE 30, 1980; SAID, FUNDING IS TO PROVIDE A TRANSPORTATION PROGRAM TO 1HE ALLAPATTAH AREA OF THE CITY OF MIAMI; FURTHER AUTHORIZING. THE CITY MANAGER TO ENTER .INTO AGREEMENT WITH SAID APPROVED SOCIAL 'SERVICE PROGRAM. WHEREAS, Resolution No. 79-98, on February 22, 1979,authorized the City Manager to submit a grant application to the U.S. Department` of Housing and Urban Development (HUD) for the proposed Community Development program during 1979-82, in accordance with the attached; 1111111111111iuu111.u1- project allocation which has been approved at duly held public hearings; and WHEREAS, funds have been previously appropriated `b�l,, Or..dinance No. 8943 to accomplish this pur• pose; STEM �� NOW, THEREFORE, BE IT RESOLVED BY .THE "'COMMLSSION' OF THE CITY OF MIAMI, FLORIDA: 1. $29,000 of Community" Development Block Grant (5th year Section funds previouSlY appropriated by Ordinance_ No. 8943, adopted June 4,, 1979, be hereby allocated to Action Community Center Inc. to provide a transportation program to the Allapattah target area. Section 2. The City Manager is hereby authorized to enter into agreement with said social service agency for implementation of their program for the period commencing August'1, 1979, and. ending June 30, 1980. Grassie City Manager Dena Spillman' Director_ Citizen Services.Department WI °ATE: July .5, 1979 Resolution Allocating $29,000 to Action Community, Center It is recommended in the attached Resolution that Action Community Center, Inc. be allocated $29,000 to provide transportation services to the residents of the Allanattah target area. At the City Commission meeting June 25, 1979, staff presented recommendations to the City Commission regarding the expenditure of fifth year Community Development funds for social service programs. As part of that presentation, it was recom- mended that funds for the Allapattah Transportation Program be awarded to Action Community Center, Inc. rather than to the Metropolitan Dade County Impact Program, which had previously carried out the program. The City Commission passed a Resolution June 26, 1979, extending the funding of the Dade County Impact Program for thirty (30) days, until July 30, 1979, pending the submission of further information on the programs. The purpose of this memo. and the accompanying information is to clarify, this matter for the City Commission. The attached chart summarizes the services proposed by both agencies for the Fifth Community Development Year. The following information provides the essential background data which leads up to the current situation concerning the funding of an Allapattah Transportation Program. Citizen Services staff and representatives of the Dade County Impact Program met to negotiate an accepted Work Program for Impact to operate Fifth Year Community De- velopment Funds. Initial agreement was reached at that time on the Work Program and Impact brought this agreement back to its offices. Citizen Services staff then re- ceived a telephone call from Impact indicating there were approximately four (4) changes it wanted to make in the Work Program. Three (3) of these changes were re- solved without difficulty. However, the Agency was advised that the final change could not be accepted by this office because it was not in accord with City policies concerning the use of Community Development Funds in target areas. Before this office could arrange further communications with Impact, the Work Program was returned with changes made in both the agreed upon sections and the unresolved item in accord with Impact's revision requests. Staff from this office then called Impact staff to point out that this was not in accord with our original agreement. However, Impact` staff was insistent upon the position they had taken. Citizen Services staff then conferred with the Allapattah Target Area Task Force Chairperson who reaffirmed the community's desire to have the transportation program serve only Allapattah residents. He then requested that. Action 1'' Joseph R. Grassie City Manager -2- July 5, 1979 • Community Center, Inc. bid on the transportation services contract. Action :in- dicated a willingness to bid and in subsequent discussions offered to provide ser- vices to the Allapattah area above their current level.` As it appeared that Action was prepared to provide services in accord with the City's and the community's wishes, a letter was sentto Impact June 18, 1979, informing them that their contract would not be renewed. Meanwhile, a letter had been sent to Impact May 4, 1979, directing them to submit. their reimbursement request for the current year of operation by June 30, 1979. Prior to that time, Impact had not submitted any reimbursement requests to the City. Since that time, one reimbursement package has been submitted, covering only salary costs and not operational expenses. On June 12, Ms. Kramer spoke with Dr. Nancy Bahn who indicated that the City staff did not wish to join in<acentralized transportation system with Impact, but intend- ed to maintain the vehicles for a transportation program in Allapattah. She further informed Ms. Kramer that City staff had been negotiating with Action Community Center for services and that this proposal would go before the City Commission on June 25, 1979. That same week, I: spoke on two occasions with Ms. Pam Sanes, Assistant to Ms. Kramer, regarding our intentions and why we had decided to go this way. At no time did Mr. Howard Russell, who appeared at the last City Commission meeting, attempt to contact me or my staff regarding this matter. In order to clarify the entire situation, a meeting has been scheduled for Thursday,. July 15, with Impact. In summary, Action'. Community Center, Inc. is a neighborhood based corporation in which the City has invested many thousands of dollars. The Impact program is a part of the Elderly Services Division of the Department of Human Resources of Metropolitan Dade County government, receiving approximately $500,000 from other sources and is not dependent, on City funding. Furthermore,. Action already serves people in the Allapattah area and Impact has from time to :time requested that Action provide services to Allapattah residents. In view of this situation, and because Action has the support of the community; it• is recommended that Action be awarded the transportation services contract for Allapattah. It is anticipated that Impact should be able to maintain their current service level in Allapattah with the exception of the transportation component. Complete records will be maintained to docu- ment services rendered to clients and trips ,`- provided. $ 52.50 10 PERFORMANCE RATING (based on 4th Year monitoring and Evaluation Results): The City of Miami has •a great deal invested in the Action Transportation Program. This. private non profit Agency has been providing transportation services to, City residents with the assistance of F.R.S., C.D., and C.E.T.A. dollars from the City for the past four years. The City's.commitment to Action includes a cash match of approximately $14,500 for the purchase of new vehicles. In addition, .the, Cityhas provided Action technical assistance on numer- ous occasions. Monitoring, visits of Action's City funded pro gram reveal that the Agency has consistently surpassed the number of service units agreed upon during work program negotiations. While the Agency has experienced minor record - keeping Problems, it has shown that its inten- tions are to meet these requirements and steps have been taken to alleviate this situation. On the whole, the City has had a positive relationship with Action and its services are well utilized by City residents. DADE COUNTY IMPACT PROGRAM Complete records swill 'be maintained to document services rendered to clients and trips provided S 90.00 . 13.7 .56 The, first Quarter Monitoring. visit for Impact revealed serious deficiencies in the Agency's recordkeeping system. However, the Agency has done a' creditable job in correcting this problem area. Impact has consistently met` Target, Group requirements relating to income requirements and specific target group (elderly and handicapped) to be addressed by the program. In 2 of the 3 quarters monitored, the number of trips Provided was below the figure agreed upon during work program negotiations. A primary concern of the Monitoring Teams reviewing Impact was the actual need of the Agency for C.D. Funding due to the fact that in C.D. Year 77-78, Impact received only a S7500 advance from a $30,000 award and the reimbursement request for C.D. Year 78-79 was not submitted until June of 1979 ($15,024.01)'request covers 11 months). During the above mentioned periods, the program continued its operation on a regular basis. The termination of funding for the Transportation Program will not effect auxiliary services provided by Impact (meals, social services, recreational activities, education- al program etc.) Funding for the Transportation program is specifically provided for. that service.
