WHEREAS, traffic and transportation needs in this area are growing with the population increase; and WHEREAS, the cost of providing additional lanes of .. d right of way for highway transportation has continuted to escalate; and WHEREAS, rail transportation is the most efficient use of oil, a major energy resource; and WHEREAS, energy resources must be preserved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE``. Section 2. of the said counties are hereby urged to appoint The Metropolitan Planning Organizations ,Joint operating agency to promote and implement the aforesaid rail- passenger service with funding for the agency to be "jointly provided by the Dade and Broward County Commissioners, with an appropriate share of the agency costs .to"be contributed by the Florida Department of Transportation, Division ofMass Trans - portation.
