HomeMy WebLinkAboutR-79-0478RESOLUTION NO. 79-478 RESOLUTION RATIFYING AND AFFIRMING THE ACTION_ OF THE CITY MANAGER IN SUBMITTING A GRANT-IN-AID APPLICATION TO THE UNITED STATES, COMMERCE DEPARTMENT, RECOMMENDING DEVELOPMENT ADMINISTRATION DATED JUNE 22ND, 1979 FOR CERTAIN PHYSICAL IMPROVE- MENTS IN THE LITTLE HAVANA AREA. The Project, a joint, venture of`,the Litt;le:Havana�Development Authority, and. the City of Miami, basicaily-provides for, street improve ments,''tree planting, decorative lighting, and street. furniture. EDA.has.requested a City.'Commission Resolution,; in support`of the project BACKGROUND` The Little Havana Development Authority has prepared a report entitled "Latin. Quarter - Potential for Tourism Developmen .-" This report was prepared by'Mr. Raul Alvarez,'an Environmental Design Consultant` for th"e Little` Havana Development Authority under contract with the Miami Office`of Trade and Commerce and .the Dade County ,Office of Economic Development Coordination. The report was funded by the U. S. Travel Service;: Copies: of this report were provided to the City, Commission at .the time of Mr Alvarez,' s presentation. on February. 22nd.,,Basi:cally;, the report analyzes the feasibility 'of creating.a Latin Quarter and 'recommends a set of ,actions to achieve this objectibe When the report was discussed. with the City Commi Sion it ;was' recommended that meetings be held with;theCommunity;Development Task`•Force.and the; general.;. public, regarding the concept of a Latin, Quarter. Th'e meeting was held with the,Community.Development Task Force in .late :March. A meeting with. the general: public was held on April 'l7th. The response to the' report. and Latin 'Quarter concept was favorable. Joseph R. Grassie i`1 July 5, 1979' On 'April.19th, the City Commission adopted Resolution 79-250 authorizing the expenditure of ,$25,000from 4th year Community Development funds for the preparation of a detailed development plan to carry out the concept of a "Latin Quarter" in the City of Miami, which concept was presented tothe City Commission on February 22nd. In February, the City Commission received copies of a Letter of Intent indicating the interest, of the City and the Little Havana. Development Authority in receiving funds from the Economic Development Authority Office of Special Programs for the purpose of carrying out certain public works aspects of the recommendations. In early May, a full grant application was submitted and based on EDA review and analysis, a revised application was submitted on June 22nd. ANALYSIS AND RECOMMENDATION The Latin Quarter Project proposed for funding by EDA includes: 1. A development plan authorized by the City Commission on April''19th. Storm sewers that are funded, by City bonds and included in the Capital Improvement Program. Perimeter street improvements funded by the City, County and State. . Interior street improvements including tree planting, decorative lighting and street furniture to be funded - by, the EDA grant. Improvements to the. Cuban Memorial Plaza included in the 5th year Community Development Program. A preliminary consolidated project budget is attached. The objective'of this projectis to provide interior street improve- ments that will increase tourism in the area and support.busi ness development, increase employment and increase revenue; It is recommended that the City Commission enact the attache resolution in support of the project.
