Proposed Ordinance:
Additional Funding for
Computers and Cammunications
The Department of Camputers and Communications has developed a Systems
Development and Resource Requirements Plan to identify and meet the
City's data processing requirements currently and through the next
five years.
This plan provides comprehensive objectives in the areas of Admin-
istrative Management, legislative word processing, geographic based
management and Fire and Police Cmnnand Control Systems. Included in
this plan are the following objectives to be achieved in the first two
years:
1. Payroll Personnel and Position Control System
2. Budget Preparation System
3. On -Line FAMIS Entry and Access
4. Word Processing System
5. Human Resources System
6. Budgetapy Charge Back System
7. Purchasing Control System
8. Develop City Wide Data Base
9. Complete B6800's Conversion
10. Maintenance and Enhancements of Existing System
The 1978-79 Adopted Budget did not include funds to implement this
plan. The Department of Computers and Communications is therefore
requesting funds in the amount of $53,470 to finance the costs to
begin implementing this plan. The 1977-78 retained earnings for this
department can be appropriated into the Intragovernmental Service
Funds for this purpose.

SUBJECTZoning District Boundaries
ENCLOSURES: •.
"DOES ARTICLE XXX, §14(1) (a) OF THE COMPREHENSIVE
ZONING ORDINANCE OF THE CITY OF MIAMI PROHIBIT AN
APPLICATION FOR A CHANGE OF.ZONING OF PROPERTY
LOCATED AT THE NORTHWEST INTERSECTION OF VIRGINIA
AND OAK STREETS WHERE THE ZONING DISTRICT BOUNDARY
LINE SEPARATING THE SUBJECT PROPERTY FROM THE
ADJACENT C-2A ZONING DISTRICT IS LOCATED ON THE.
CENTER LINE OF THE ABUTTING``STREETS?",
The answer is in the negative.
A general principle of zoning law is that zoning boundaries need
not coincide with property lines. The zoning district map de-
picting the subject area, made a part of the City of Miami:.
Comprehensive Zoning Ordinance No. 6871, as amended, Pursuant to
Article III, §2, clearlyindicates that the boundary line between
the R-2 zoning district inwhich the subject property is located
and the C-2A zoning district are the center lines of Virginia Street
to the East and Oak Avenue to the South of said property. Thus,
it is clear that an application to change the zoning classification
of the subject property from R-2 to C-2A, thus extending the
existing.C-2A zoning district boundary, .`isproper.
