Report for Art Work for the City of
Miami's Fire Stations Nos. 4, 9 and 14

Authority
Section 16-5 of the City Code complies with Dade County Ordinance No. 73-77 which
established a policy of using at least 1.5 percent of the construction cost of
new public buildings within Dade County for the acquisition of works of art.
Under paragraph 16-5.4, the City Manager is required to submit a report to the
City;..Commission for discussion at its regular meeting of his proposed action in
regard to (a) the selection and commissioning of artists, and (I)) the review of
design and acceptance of works of art prior to expenditure of funds that may be
appropriated for theacquisition of works of art for a project.
This memorandum servesas my report with respect to works of art for the City of
Miami's proposed new. Fire Stations, to be located as follows:'
Fire Station No. 4 at S.W. 2 Avenue between S.W. 11 and S.W.`'
12 Streets
Fire Station No. 9 at N.E. 62 Street between N.E. 1 Avenue an
N.E. Miami` Place
Fire Station No. 14:at 314 Beacom Boulevard
The estimated ainount of money to be allocated for art work for the three stations
is approximately $28,500.00 to be appropriated from the Fire Fighting, Fire
Prevention. and Rescue Facilities Bond Funds.
Selection and Commissioning of Artists
On February 15, 1979, the Art in Public Places Committee met with Chief Herman
Brice to discuss location and art works suitable for the proposed new fire
stations, then under design. Chief Brice proposed that the Committee consider
the work of Albert Backus, a well-known. Florida artist. In the meeting of.
April 12, 1979, the Committee reviewed slides and samples of Mr. Backus' work,
presented by Chief Bricc. In the same meeting the Committee formed a sub-
committee, consisting of Mrs. LaRue Storm and Mr. Andre Fabregas, to investigate
and recommend other artists and works for the fire stations.

The Committee;; further recommended that the City rotate the collection of art works
from station to station, and to other City public buildings, from time to time.
Review of Design and Acceptance
Except for, the works of Mr. Backus and Ms. Canady, the art work of, the recommended
artists has been reviewed as to artistic merit by the Committee and,I have accepted
its recorninendatioflS by means of this report.
It is my intention to enter into separate agreements with Mr. Backus and Ms. Canady
for the commissioning of art work each artist will produce, in a manner thatwill
allow me to reviewthe work prior to final acceptance of the work.
Recommendation
Based on the foregoing, 1 recommend that the, City Commission approves the attached
resolution which provides for acceptance of this report and authorizes me to enter
into and executeagreements forart works, as indicated therein, in an amount not
to exceed $28,500.00 using the Fire Fighting, Fire Prevention and Rescue Facilities
Bond Funds for this purpose.
