A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT AWARD. FROM THE NATIONAL ENDOWMENT FOR THE
ARTS FOR A PROJECT ENTITLED: "NOGUCHI EARTH
SCULPTURE IN BAYFRONT PARK" AND FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE THE NECESSARY CONTRACTS
AND/OR AGREEMENTS TO IMPLEMENT THE PROJECT WITH FUNDS
FROM THE TRUST AND AGENCY FUND "NOGUCHI EARTH SCULPTURE
IN BAYFRONT PARK".

National, Endowment for the Arts
Grant for the Bayfront Park of
the Ameulpturericas Noguchi Earth
The City of Miami, together with the Downtown Development
Authority, on 15 June 1979, submitted two grant applications
to the National Endowment for the Arts for funding of a project
entitled "Bayfront Park of, the Americas Earth Sculpture."
These applications, initiated by the Downtown Development
Authority and prepared by .the 'Parks -Department, were intended
to secure federal funds to enable the City to retain the dis-
tinguishedsculptor,3samuNoguchi, as an artist forthe purpose
of designing and building, through subsequent construction con-
tracts, an art -performance facility, that will integrate elements
of sculpture, amphitheatre and a water display.
According to correspondence from the NEA dated June 6, 1979,
and June 8, 1979, the award of one grant, in the amount of
$50,000,.;is imminent.
This :;resolution is intended toenable the City to accept the
forthcoming grantfundsand to engage Mr. Noguchi in'a mutually
beneficial, phased contract(s).for-design services required for
the intended facility'.;'
The -need to rehabilitate. or replace. the existing bandshell struc-
ture, built in 1950, is evidenced by the proposal of the Planning
Department, dated :January 20, 1972,,.recommending renovation of
that structure as part'of the Parks for People program and by
the passage of Ordinance #8034, also of that date, authorizing
the issuance.of°the PfP bonds in "order to implement the program.
The report of the Bayfront Park master plan consultants, dated
September 21,= 1972, stated,_ "The bandshell,does not;enjoy a

good setting within the park, particularly since parking is.

creates numerous maintenance problems. This land use should
be relocated and the alternative of an open-air amphitheatre;
as opposed to a structure, should be' considered.
Furthermore, records indicate that attendance at some of.the
events -traditionally held at the bandshell has declined sub
stantially in recent years. This decline' Mal'. be attributed,`
in part, to the deteriorated condition of the structure and
its environs.
