HomeMy WebLinkAboutR-79-054343 RESOLUTION NO, 79- 5 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH HAWKINS AND ASSOCIATES, INC., AS A TRAINING AND EVALUATION SYSTEM CONSULTANT, IN ACCORDANCE WITH THE TERMS AND CONDITIONS SET FORTH IN THE ATTACHED AGREE- MENT: WITH FUNDS THEREFOR ALLOCATED FROM THE CITY OF MIAMI DEPARTMENT OF LEISURE SERVICES PROJECT "SIJPPOR-1r1\i E STAFF TRAINING FOR ADAPTED RECREATION C,'RANT FUiD . • Dr3CUt\i'lENI-S FOLLOW" WHEREAS, the City of Itiami Staff Training for Adapted Recreation Project will develop and implement a Full Spectrum Participation training model applicable to regular municipal park and recreation personnel and special education teachers which will enable recreation to 1Deconle a part of the life experience of handicapped children and youth; and WHEREAS, the City of Miami is desirous of obtaining pro- fessional consultant services in planning, training, and evaluation in accordance with a Full Spectrum Participation (F'SF') in service training approach; and WHEREAS, Code of Federal Regulations 100a.105 aliows local governments to negotiate for procurements if the service to be procured is available from only one person or firm; and WHEREAS, Hawkins and Associates, Inc. is the sole developer of the Full Spectrum Participation approach in in-service training; and WHEREAS, the U.S. Commissioner of Education has approved negotiations in the amount of S1.0,000.00 for this purpose, and has allocated same to the City; NOW, THEREFORE BE IT RESOLVED BY THE COMIISSION OP_T2E "DOCUMENT 'NI/EX CITY OF MIAMI, FLORIDA: Section 1. Resolution and Agreement for Project Staff Training for Adapted Recreation (STAR) Resolution and Agreemen It is recommended that anagreement be executed between the City of Miami. and Hawkins and Associates, Inc. for the purpose of procuring a Training and Evaluation Systems Consultant, as per the attached Resolution and Agree- ment. This agreement is in conjunction with the Department of Leisure Services' Staff Training for Adapted Recreation grant project. This is a model project of the United States Office of Education in which the City of Miami will demonstrate the applicability of an in-service training approach to municipal recreation staff. Miami > is the only cityin the country to obtain a grant for the purpose of personnel preparation. The project is being funded by the United States Office of Education and City Cash Match Funds. It is a three (3) year project aimed at planning, field testing, evaluating, and disseminating an in-service training program to prepare recreation personnel to provide programs in which the handicapped may participate. The in-service training will be based on a Full Spectrum Participation approach which Haw- kins and Associates, Inc. developed and field tested with groups such as the University of Kentucky and the Park Service. Hawkins and Associates will provice technical assistance in needs assessment, evaluation, training design, and other areas as stated in the attached agreement.
