A RESOLUTION AUTHORIZING THE ESTABLISHMENT
OF A MOORING AREA AND ASSOCIATED DINGHY
DOCK AT DINNER KEY MARINA IN ACCORDANCE WITH
ATTACHED PLANS PREPARED BY THE CITY ADMINISTRA
TION AND REVIEWED AND APPROVED BY THE MIAMI
WATERFRONT BOARD AND THE MARINA OPERATIONS
REVIEW COMMITTEE; FURTHER AUTHORIZING THE
CITY MANAGER TO RECEIVE. BIDS AND CONDUCT
NEGOTIATIONS, SUBJECT TO APPROVAL OF THE
CITY COMMISSION BEFORE EXECUTION OF ANY
CONTRACT, FOR THE CONSTRUCTION AND INSTALLA-
TION OF THE SAID MOORINGS AND DINGHY DOCK;
AND FURTHER AUTHORIZING THE CITY MANAGER TO
UTILIZE DINNER KEY MARINA CAPITAL IMPROVE-
MENT RESERVE FUNDS TO ACCOMPLISH THIS PROJECT,
SAID FUNDS TO BE REPAID TO THE DINNER KEY
MARINA CAPITAL IMPROVEMENT RESERVE FUNDS uSUPPORTIVE
FROM REVENUE DERIVED FROM THE MOORING
RENTALS.

WHEREAS, the funds are available in the Dinner Key
Marina Capital Improvement Reserve Funds and can be used for
this purpose and subsequently returned to the reserve fund
from revenue achieved from mooring fees;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION

It is recommended that the City
Commission adopt the enclosed
Resolution authorizing the City
Manager to establish a mooring area,
and associated dinghy dock in the
Dinner Key Marina Yacht Basin area
in accordance with the plansand
funding recommendation prepared by
this Department and approved by the
Waterfront Board and Marina Operations
Review Committee.

area., These plans h•av•e been presented"to both the Marina-
Operations Review Committee and the City; Waterfront Board,
and reviewed and approved by them both.•
It is' proposed, as can be seen by the plans and drawings
accompanying the enclosed Resolution, that the moorings be
placed in the area presently utilized as a free anchorage ;Just
outside Spoil Island #2, and that the use of the area for free,
anchorage be terminated. Installation of moorings will provide
greater control by the City over vessels utilizing that area
and will produce more revenue for the City. It is.'envisioned
that reasonable mooring rental rates will be established by the
City Manager.
In view of the unique and specialized nature of this project,
and the heavy work -load of the City Department. of Public Works,
it is recommended that bid speclfications be prepared by having
the Public. Works Department merely expand as required on the

At the July 11,.''1979 meeting of the Miami Waterfront
Board it was unanimously voted that, ; as Chairman, ; I
write to you, with copies to the. City Commission,
indicating; that`;, the "Waterfront Board recommends that
69 moorings be placed off Dinner Key Marina, with
funds to be used from the Dinner Key Reserve For
Improvement" Fund and to, be repaid to the fund from
future moorings rental dollars.
I would like to emphasize that thls board expressed
its desire that this project be accomplished. just
as soon as possible, : and in accordance with the plans
presented to the board by City Staff.
