BY THE PROPOSED PLAT "MIAMI CENTER" BEING PREPARED FOR THE DOWNTOWN CONVENTION CENTER SITE. WHEREAS, S.E. 4th Street Downtown Convention Center site, to the general proposed Public will be relocated at the o improve access and service by filing in the Public Records a plat entitled "MIAMI CENTER"; and WHEREAS, o provide for the health, safety and welfare of the public, pedestrian passage to and between the Convention Center and the World Trade Center should be vertically separated vehicular traffic on S.E. 4th 'Street. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF OF MIAMI, FLORIDA: Section 1. That the City Manager is hereby directed to air -rights for a pedestrian structure to link the Downtown Convention Center with the World Trade Center over S.E. 4th Street t will be relocated by the proposed Plat "Miami Center" being prepared for the Downtown Convention Center site. S.E. 4th Street at Downtown Convention Center •,ctJRE5; For Commission Meeting of July 23, 1979): The Department of Public Works recommends the adoption of the resolution directing the City Manager to reserve air -rights over S.E. 4th Street to provide a pedestrian structure to link the Downtown Convention Center and the World. Trade Center. The Downtown Convention Center site is being platted as a part of the legal actions required to relocate N.E. 4th Street to better;. serve the public and the Convention Center. It is necessary to provide a pedestrian link between the Convention Center and the World Trade Center across the relocated N.E. 4th Street. This pedestrian link can best be provided by an enclosed struc- ture vertically separated from the vehicular traffic on N.E. 4th Street. To provide for this pedestrian structure the air -rights .over N.E. 4th Street, as it will berelocated on the proposed plat of "MIAMI CENTER", should be reserved by incorporating appropriate wording on the plat that is being prepared. Duel: and Associates for Professional Services for Watson Island. Development E'FERENCES: and Resolution On 4 June 1979, the City Commission by Motion No. 79-408, approved the Revised Agreement for developing the Watson Island Project and by sub- sequent Motion. No. 79-409 and Resolutions 79-409, -410, -411, -412 and -413, approved actions whereby the City Manager could proceed with the development of the project and, particularly, the financing of the project including a U.D.A.G. grant application. The City has selected R. Duell and Associates to perform professional and technical services for all, aspects of the planning, architectural, engineering and construction phases of the Watson Island development. We have negotiated with the firm to arrive at a reasonable, fair and competitive fee in providing these services. The Agreement is written in a way that the City can have R. Duell and Associates perform services in phases and may terminate the Agreement at any time. In order to meet the U.D.A.G. grant application requirements it is important that the Development of Regional Impact process and the Environmental Impact Assessment and Statement be undertaken immediately. This would be the first item of work authorized by you, at a cost not to exceed $200,000. It is recommended that you place the Agreement and Resolution on the forthcoming City Commission agenda for the July 23, 1979 meetin Ai ow Briefly, the Agreement is a standardized owner/architect ineer contract, adapted to the Watson Island project requ ents. The Agreement provides for a Lump Sum fee of -distributed into discrete phases of work and related payments,plus an amount not to exceed $650,000 for permitting cost and reimbursable items. The period of the Agreement is estimated at 30 months. Briefly, the Resolution provides for the following: 1. 2.
