I°recommend the adoption of the. attached resolutiori
authorizing the City Manager to accept title to
three parcels of land needed for the 'Downtown
Convention Center Site in exchange of land deeded
to the State of. Florida by authority of
Resolution No. 75-547.
It is necessary to acquire three .parcels of land which is apart of
the right, of way for the I-95,Downtown,Distributor;from the'State
of Florida in order to relocate S.E. ?nth Street�to;,,accommodate the
general pubic and to provide access;,arid service facilities for the
Downtown.Convention Center.

The following is offered:as a summary of the pertinent factors
involved in the proposed exchange of land between the City of
Miami and -the State of Florida Department ofTransportation.
The design of the Downtown Convention"Center requires the
relocation of S.E.-4th Street. Three parcels of land;(9'26.5.82
owned by the State of. Florida and acquired as a. part
of the right of'way for -the, I -95 downtown." distributor,. are
needed." The City .Administration is.negotiating'With Florida
D.'0.T._ "to deed -the needed three parcels; . of property to ,_the City
in exchange' for' land deeded: to• Florida D.O.T. by the City"for
the extension of the .Florida ';Turnpike. ,Approximately 50 acres.
of land,..which was acquired by ;the City ,from the State of" Florida
with a deed' restriction reading "for public water supply
purposes" . .', was 'needed -for '. the turnpike extension.
In 1972, Florida D.O.T. appraisals set the value of this land
at $191,100. In June 1975,.the City Commission resolution #75-547
authorized the transfer of the City's interest in this land to
Florida D.O.T. for $112,000Settlement at the above value to the
City was reacheddue to the State ofFloridaTrustees of the
Internal Improvement Fund requesting one-half of the value of the
property because of the deed restrictions•

If the negotiations for the exchange of lands are consummated,
the City will be paying ($112,000) approximately $11.96. persquare
foot for the three parcels needed for- the Convention Center site.
1977 appraisals for the City for other Convention Center site
property established a value of $55,per square foot for property
adjacent to the three p.arcels in question.

Convention Center DOT Land Exchange
DOT LAND NEEDED FOR CONVENTION CENTER
1979
The design of the Convention Center requires the relocation
of_S.E. 4th Street to provide access and service to the
general public and the Convention Center.
Three parcels of land comprising a total of 9,365.82 square
feet, owned by the State of Florida - a part of the right-
of-way of the I-95 Downtown Distributor - is needed to
relocate S.E. 4th Street ;and provide access facilities for
the Convention Center.
Florida State Department of Transportation representatives
have agreed, subject to approval of the Federal Highway
Administration, to deed the three parcels of property to the
City in exchange for the property deeded to them by the City
for the extension of the Florida Turnpike (see attached).
The monetary consideration involved in this exchange is
$112,000 which results in a cost of $11.96 per square foot
for the three parcels needed for the Convention Center site.
The appraisal firm of Slack, Slack and Roe, Inc. in appraisals
of the Patricia Hotel and Magnuson Property prepared in 1977
for the City, established a value of $55 per square foot for
property adjacent to the three parcels in question.

Convention Center DOT Land Exchange
July 11, 1979
Approximately three sections of land were purchased in
June, 1945, at a total cost of $2,722.50 (approximately
$1.50 per acre). The deed to the property is to the
City of Miami. City Commission Resolution 18625,
approved the submission of a bid by the Department of.
Water and Sewers to the TIIF for the purpose of acquiring
and in behalf of the City of Miami.
D.O.T. acquisition of City property for turnpike exten-
sion -right-of-way property location map attached.
DOT property to be acquired - 50.316 acres. Appraised
value $191,100 per March, 1972 appraisal by Earl A.
Giddens.
Trustees of the Internal Improvement Fund agents request-
ing 1/2 ($95,550) due to deed provisions, "....shall be
used for public water supply purposes by the City of Miami
and such other purposes as are collateral thereto, and in
the event the land should ever be used for any purpose
other than public water supply and such other purposes as
are collateral thereto, title to said land shall revert to
the State of Florida".
March of 1975 the City as a part of the agreement to
transfer all Water and Sewer properties, Facilities, Funds
and obligations to Miami/Dade Water and Sewer Authority
transfered its title to the above approximately three
sections. of land less the 50.316 acres needed for the
Turnpike Extension.
June 1975 City Commission by Resolution No. 75-547
authorized the City Manager to transfer to State 50.316
acres for Turnpike Extension for the sum of $112,000
(approximately 1/2 of $4,500 per acre). Despite Communi-
cations between City and State money has not been paid to.
date.
