ORDINANCE, AS AMENDED; BY ESTABLISHING
FOUR NEW TRUST AND AGENCY FUNDS ENTITLED:
"JUVENILE OFFENDER DIVERSIONARY PROJECT
tORb YEAR)"; "JUVENILE RUNAWAY PROJ<;Ct";
"STRATEGIC ANT I -FE'NC I NG ENFORCEMENT
PROJECT"; AND "VIDEO STAFFING -RELATED
EQUIPMENT(3RD YEAR)", AND APPROPRIATING
FUNDS FOR THE "OPERATION OF SAME IN THE
AMOUNT OF $399,292, OF WHICH tS9,660
IS TO BE PROVIDED FROM SAVINGS WITHIN THE
FISCAL YEAR 1979 OPERATING BUDGET OF THE
MIAMI POLICE DEPARTMENT; CONTAINING A
REPEALER PROVISION AND A "SEVERABILITY
CLAUSE; AND DISPENSING WITH THE REQUIRE-
MENT OF READING THE SAME ON TWO SEPARATE
BAYS BY A VOTE OF NOT LESS THAN FOUR -
FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS,' the City Commission adopted Ordinance
No. 8119 on 'October 26, 1977, establishing resources and
appropriations for grant funds anticipated by the City of
Miami, Florida, and for corresponding City matching funds;
and
WHEREAS, the City Commission passed Resolution
'No. 79-206 on ,March 22, 1979, authorizing the City Manager
to accept a grant award for a Juvenile Offender Diversion-
ary Project (3rd year); and
WHEREAS, juven_ileS have been successfully
diverted from the Juvenile Justice System by this program;
and
WHEREAS', the City Commission passed Resolution
No, 79-205 on March 22, 1979, authorizing the City Manager
to accept a grant award for a Juvenile Runaway Project; and
WHEREAS, this program will help 'the Police De!
partment identify the impact which juvenile runaways have
on the crime rate; and

strategies will be explored; and
WHEREAS.. the City tommission passed Restitution
Nee 79-343 on May 22, 19791 authorizing the City Manager
to accept a grant award for a Strategic Antiairencing
Enforcement Project; and
WHEREAS, this project .will provide sophisti-
rated surveillance equipment and other resources that will
enhance the Police Department's ability to effectively
combat widespread fencing activity On the City of Miami;
and
WHEREAS, the C i ty Comm i ss i on passed Resolution
No+ 79-207 on March 22, 1979, authorizing the City Manager
to accept a grant award for a Video Staffing -Related
Equipment (3rd year) project; and
WHEREAS, this grant award provides funds to
purchase 3/4" UCA cartridge type video equipment recorders
for Prisoner Processing In order to reduce the cost
currently incurred by using l" reel-to-reel, equipment; and
WHEREAS, under the terms of Public Law 90-351,
as amended, the United States of America'has authorized
the Law Enforcement Assistance Administration (LEAA),
through the Florida Bureau of Criminal Justice Planning
and Assistance, to make Federal Grants to assist local
governments In the improvement of criminal justice;'and
WHEREAS, the sum of $99,660,has been ldent.ifled
within the F"fiscal Year 1979 Operating Budget of the Miami
Police Department from department savings to provide the
required matching funds;

1 recommend that an Ordinance amending Section 1 of Ordinance No. 8719
dopted October 28, 1977, the Summary Grant Appropriations Ordinance
ai amended: By establishing four new TruSt and Agency funds entitled
"Juvenilt..Offender OlverSionary Projedt t3d yearP ; "Juvenile Runaway
Project"; "Strategie Anti,rencIng Enforcement Project"; and "Video
Staffing -Related EtiuipMent (3d year)1 and appropriating funds for the
operation of same Ah the amount of $399,292, of which $99,680 Is to
be provided from savings within the Police Oepartment it excess of tha fiscal year
1979 requirement.
The Juvenile Offender±Diversionary Project, in Its third year of oper-
ation, reaches out to the group of "warned and Dismissed" youngsters ..
in an effort to identify existing and potential areas of need and alter-
natives to the traditional Juvenile Justice System.
The objectives of this project are designed to ensure that the project
accomplishes its primary purpose 't that of diverting the juvenile from
the Juvenile Justice System.
Enumerated, the 'objectives will be
1 - to divert an of the, Juveniles warnedand dismissed (WO),
by the Miami Police. Department.
2 to attain a 9O% non -recidivism rate for the juvenile
diverted through the Orojectand Successfully terMinated.
3 - to.attain a 25% reduction of truancy and school. drop -out Tate..
4 - to identify and refer for assistance to existing community -
based agencies, 100 juvenile offenders who manifest psycho-
logical ,or -family
