KNIGHT INTERNATIONAL Director CENTER (MIAMI CENTER) ar e ublic Works ' • It is recommended that the City Manager direct the Building Department to issue a Special Building Permit for the construction of the new CITY OF MIAMI/UNIVERSITY OF MIAMI/JAMES L. KNIGHT INTERNATIONAL CENTER (MIAMI CENTER) subject to the filing of a record plat in the Public Records of Dade County per the attached resolution. The City of Miami has acquired a large tract of land at the foot of the S.E. 2nd Avenue Bridge and the Miami River for the purpose of constructing a Convention Center in the heart of downtown Miami. Part of the funding for this project has been a Public Works Grant from the Federal Government in the amount of $4.4 t million. The proposed site calls for closing some streets dedicated to the public by plat. In order to accomplish this, a replat of the prop— erty is required by State Law and the Code of the City of Miami. Those streets involved have been closed by Resolution No. 43091, subject to the filing of a record plat. Biscayne Engineering Co. has been authorized to prepare the record plat. A part of the property to be platted is presently owned by the State of Florida. The Department of Public Works is now negotiating with the State as to what procedure is to be followed to acquire this property. City of Miaml Ordinance #8694 requires the filing of a record plat in the Public Records of Dade County before a building permit can be issued for any construction on the site. Since it appears unlikely that some of these problems will not be resolved before a contract is awarded, the Department of public Workrecommends that the proper officials of the City of Miami instruct the City Manager to direct the Building Department to issue a special permit for the construction of the Convention Center so as not to lose the Federal Grant as part of the funding of this project.
