Dear Mayor Ferre: My : four (4) year old : son : is .currently er rolled at .Shenandoah' s Day Care Center. He started"-lastJune after waiting in list for a year The centers' staff is' "excellent and •' am ;more. than pleased with the education and'l6ve that my.child ;is -receiving. On August 27, 1979 my wife was informed by,the City Manager's Office that due. to a curtailment of .FederalFunds.to the City. ofMiami, tYese..children Centers will be,adversely affected. In order .to.!oo.pe.with this situation several,•corrective measures are being planned, such as: 1. Creating a self -sustained -program w will pay a flat" fee regardless of income., 2. Laying -off teaching staff 'and T. A. employees. families replacing them with These two actions will have a detrimentaleffect on the center's program and most of all on the children. -For instance, if the flat fees are excessive, low income. families (which most of them are) will not be able to afford this service and will suffer the most. Furthermore if the existing qualified";teachers were to be replaced by non-qualified.personnel` thechildren's education will suffer irreparably. By means of this letter my wife and I would like to appeal to you and entire City Commision to; continue: this .program as it currently exists; not only for. our child's sake=but, for the well being;` of all 'the .children attending the. four; centers.
