WIINESSETH, that the City of Miami has entered in an agreement with Evelio Ley & Associates, Inc., to prepare, coordinate and supervise the City of Miami's Inter-Arneri.can Transportation Confe- rence, to be held in Miami, Florida during October 13-19, 1979, pursuant to Resolution No. adopted , 1979. Now, therefore, the City of Miami and Evelio Ley & Associates, Inc., do mutually agree as follows: I. DEFINITIONS CITY ---------- City of Miami OTCD ---------- Office of Trade & Commerce Development CONFERENCE ---- Inter -American Transportation Conference ELA ----------- Evelio Ley & Associates, Inc. II. UNDERSTANDINGS A. It is understood that through the execution of this Agreement the City contracts the firm of ELA to prepare, coordinate and supervise the CONFERENCE, while maintaining overall supervisory rights and benefits. • It is understood that it will be the OTC1D's responsibility o assure compatibility between the CONFERENCE's objectives and those of the CITY. . ELA agrees to subcontract the University of Miami, for the CONFERENCE content and programs development, as specified through the Subcontract Agreernent attached and made part of this Agreement through reference. ELA agrees that the CONFERENCE will follow ,these .agreed • on :.objectives:' • • To 'define and discuss the econornic, an operational characteristics of 'Miami as a center of transportation with Unique capabilities in service of Inter -American • trade; • - "SUPPORTIVE • r7" ,'""` ' e-• ; :it -- To discuss the trade -generating function of the transportation industry and, within this context, identify new opportunities to expand import-export activities between Miami and the partner nations in Latin Anleri.ca and the Caribbean; -- To prepare recommendation8 on the improvement of trans- portation services in Inter -American trade and the creation of an Inter -American Transportation Data Center in Miami. The CONFERENCE content will emphasize the facilities, services, resources and international infrastructure avail- able in the Miami area, making specific references to ) The Trade Fair of the. Americas. ) Miami based Chambers of Commerce. ) Miami banks and Edge Act banks located in our CITY. Professional services available in Mi.arni serving in e national markets. 5) Foreign Trade Zone. ELA further agrees to promulgate the CITY's objectives in this CONFERENCE. These objectives being: Projection of Miami as a hemisphere financial center. • 2) Miami as an entrepot of world trade. 3) Investment opportunities and facilities in Miami. 4) Miami as a transportation hub of U. S.-Latin Ameri.can business and transport.ation. The OTCD, in behalf of the CITY, agrees to work closely with ELA in defining and selecting target audience groups for the CONFERENCE. III. MAXIMUM COMPENSATION For the rights and benefits realized through this Agreement, the OTCD will pay ELA the amount not to exceed $37,244, in the following manner: Administrative & Operational Overhead (ELA) of UniversityMiami (Subcontract) Other CONFERENCE Costs (through invoices) • "SUPPORTIVE • DOCUMENTS FOLLOW" $15,000 7,244 15,000 $37,244 ir jt It IV. METHOD OF PAYMENT. The City's Finance Director shall pay ELA the amount of $15,000 upon execution of this Agreement, to lover their"adminis- ve and management fees. Fosmoen`I Assistant City Mana CITY OF MIAMI, FL.O;<IO:A INTER -OFFICE ZAEMORANIDUM Agreement with Evelio Ley & Associates - Interamerican Transportation Conference It is recommended that the attached agreement be approved, wherein the City contracts Evelio Ley & Associates, Inc. in conjunction with the University of Miami, to coordinate and put together the Interamerican Transportation Conference in behalf of the City. • As a continuous process in conjunction with the Trade Fair of the Americas, the City, through its Office of Trade & Commerce Development, is providing a series of conferences, workshops and symposiums, on local service industries pertinent to the City's ever increasing trade industry with Latin America. As you recall, we had late last year a very successful symposium on Credit, Banking and Finance which was attended by some of the top executives of the largest banks in the Hemisphere. This Transportation Symposium will expand on the transportation elements within our area which give us that extra edge over other distribution centers. Later on in the year we'll be preparing a trade and tourism conference to complete the import-export cycles presented by our Trade Fairs of the Americas. Note that the Transportation Conferences willnot cost the City $37,244. That is the amount of up front monies needed to produce the Conference; nevertheless, because thereis a registration fee and other expenses covered by the attendees the City, will recover over $20,000, leaving a projected net Conference cost to the City of $15,000-$17,000.
