CITY ON JUNE 6, 1979, IN ORDER THAT THE MILL
ORDERS FOR ALL OF THE STRUCTURAL SHAPES WECES-H,
SARY FOR THE SAID CENTER CAN BE PLACED; FURTHER',
DIRECTING THAT THIS MILL ORDER PORTION CONTRACT'
BE FUNDED FROM MONIES PRESENTLY ALLOCATED BY
THE CITY y0R SAID CENTER.
WHEREAS, the City has accepted an Economic Development
Admlnls-
tration Grant, No. 04-51-20591, dated September 16, 1977, by Reso-
lution No. 77-795, dated October 13, 1977, to assist in the con-
struction of the CITY OF MIAMI/UNIVERSITY OF MIAMI JAMES L. KNIGHT
INTERNATIONAL CENTETA whereby the City agreed to maintain continuous
onsite construction work; and
WHEREAS, bids for the structural steel work were received June 6,
1979; and
WHEREAS, on June 4, 1979 the City Commission authorized a con-
tract for shop drawings in order to save time' and
WHEREAS, it is necessary at this time to place the mill orders
for the rolling of the structural steel shapes; and
WHEREAS, the City Manager reports that the $1 838 554 bid of
Florida Steel Corporation is the lowest responsible bl.d and recommends
that a contract be awarded to said firm; and
WHEREAS, awarding of contract at this time will keep the project
on the required schedule; and
WHEREAS, ordering at this time will avoid any penalty for delay

Sealed bids for "CONVENTION CENTER, PHASE II - STRUCTURAL STEEL"
will be received by the City Manager and the City Clerk of the
City of Miami, Florida no later than 2:00 p.m. on the 6th day of
June, 1979 in the City Clerk's office, first floor of the Miami
City Hall, 3500 Pan American Drive, Dinner Key, Miami, Florida 33133-
at which time and place they will be publicly opened and read.
The Work consists of providing all necessary labor and equipment to
accomplish the following major items of the site, located on the north
side of the Miami River, between SE First Avenue and SE Second Avenue:
Fabrication and Erection of Structural Steel, Steel Joists and Metal
Deck.
As time is of the essence, the Bidder shall demonstrate his ability
to begin. Work with on -site labor on or prior to January 2, 1980 and to
accomplish the Work within the time schedule as indicated in the
Specifications.
All bids shall be submitted in accordance with the Instructions to
Bidders and Specifications. Plans and Specifications may be obtained
from the office of the Director, Department of Public Works, 3332
Pan American Drive, Miami, Florida. Plans and Specifications are to be
returned in good condition and unmarked within 10 days after bids have
been received.
Minority target area contractors or small businesses interested in
submitting bids are advised to contact Contractors Training and Development,
Inc. for providing technical assistance in preparing bid packages. For
further informatin call Mr. James D. Thomas, Administrative Assistant,
579-6468.
Contractors and subcontractors shall be required to comply with the
provisions of Section 3 (Federal Regulations) which require that all
developers, contractors, and subcontractors create feasible opportunities
to employ and train residents in the area of the project, to businesses
located in, or owned in substantial part by persons residing in;" the
area of the project.

The City Commission reserves the right to waive any informality in any
bid, and the City Manager may reject any or all bids and readvertise .

The agreement between the City of Miami and Miami Center Associates
requires that the project be completed by the end of October, 1981.
The agreement further requires that we must turn over to the
Developer that portion of the building which supports the hotel
tower by March, 1980, so that the hotel can be constructed and
completed on that same October 1981 completion date.
In order to accomplish these dates, it is necessary that we continue
work on the site in spite of the fact that the validation proceed-
ings for the City ' s major portion of the financing have not been
completed. To provide funding for the hotel platform, Mr. Connolly
and I visited the Economic Development Administration offices in
Atlanta, and they have supported the idea of releasing additional
funds so that a contract can be awarded for the hotel platform,
using mainly Federal funding. I say mainly Federal funding because
the approximate amount we will receive from E.D.A. is around $2
million. However, the low bid received on September 6 for the
hotel platform was a little over $2.3 million.
In addition to the hotel platform, it is also necessary that we
proceed with a portion of the structural steel work. The rolling
of the structural steel shapes arid their delivery to the fabricator
will take at least four months. If we wait to place this order
until the validation proceeding has been completed, we will not be
able to complete the project by October of 1981. I fully recognize
that the court could look unfavorably on our proceeding during the
validation process. I feel, however, that we must proceed and
that the court will understand the fact that the citizens of this
community have mandated that we build a Convention Center by the
passage of a previous General Obligation Bond Issue and further
that the City is mandated to maintain continuity of construction
which was the requirement for the receipt of an E.D.A. grant.
