Resolution Rescinding Resolution No. 79-351 and Resolution, Awardin "EFE"''"3:Contract • ENCLOSU1E3: (For Commission Meeting. of September 13, 1979) The Department of Public Works recommends adoption of the resolution rescinding Resolution No. 79-351 which authorized the City Manager to execute a contract with Real Estate Management and Development Corporation of America, Inc. in the amount of $11,137 for the MELREESE GOLF COURSE - STARTERS' OFFICE (2ND BIDDING) and further recommends adoption of the resolution accepting the bid received September 4, 1979 ofGray Construction in the amount of $16,009; and authorizing the City Manager to enter into a contract in behalf of the City of Miami for MELREESE GOLF COURSE - STARTERS' OFFICE (3RD BIDDING). On May 22, 1979 the City Commission adopted Resolution No. 79-351 which authorized the City Manager to execute a contract with Real Estate Management and Development Corporation of America, Inc. in the amount of $11,137 for the MELREESE GOLF COURSE - STARTERS' OFFICE (2ND BIDDING). The Real Estate Management and Development Corporation of America, Inc. has requested to be released from the contract because of additional insurance costswhich were not taken into consideration when they submitted their bid. (See attached letter.) Bids were again received September 4 1979 for the construction of a starters' office of approximately 250 square feet, located at Melreese Golf Course, 1802 N. W. 37 Avenue. As reflected in the tabulation of bids, the $16,009. bid of Gray Construction isthe lowest responsible bid for base bid of the proposal. Funds have been allocated under the "Melreese Golf Course Enterprise Fund" for the estimated amount of the contract, for project expense, and for such items as adveuDising, testing laboratories, postage.tiSUPPORTIVt. Dear Mr. Harris: The following is a written confirmation of our telephone conver- sation of yesterday, August 14,1979, in connection with the works of the reference. As I explained yesterday over the telephone, our Public Liabili- ty and Property Damage Insurance Policy GLA 61 83 27 issued by South Carolina Insurance Co., only covers $300,000.00 for bodily injury and 50,000.00 for property damage, which are the amounts required "for the safety and welfare of the public" by the Florida Construc- tion Industry Licensing Board (P.O.Box 8621, Jacksonville,Fla.) When in April 25,1979 we submitted our bid for the performance of the works of the reference in the total amount of $11,137.00,the cost item pertaining to insurance during construction was based in the above coverage, and not in the coverage of 0,000,000.00 per occurrence for bodily injury, and 00,000.00 per occurrence for Property Damage requested by that Department in its awarding letter. Nevertheless, upon receipt of your letter we requested from our Insurance Agent, Yr. Robert Voyles (3929 Ponce de Leon Blvd., Coral Gables, Telephone : 443-4212) an estimate for the type of coverage requested by the City of Miami, who informed us that that type of coverage will cost us $1,526 in addition to our yearly premium of our public liability and property damage policy. Even when we later found that the General Conditions attached to your invitation to bid require a coverage of $1,000,000.00 per occurrence for Bodily Injury and $50,000.00 per occurrence for Pro- perty Damage, and we should have included this requirement in our bid, the truth is that by error we did not included in the same the increase in premium between our standard coverage and the require- ments of the City of IM?iami. ..Mel Reese ;Golf Course Starters Office.
