HomeMy WebLinkAboutR-79-0580RESOLUTION NO. v 0 v A RESOLUTION ESTABLISHING AN ADVISORY BOARD IN THE DOWNTOWN COMMUNITY DEVELOPMENT TARGET AREA AS A PART OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM TO BE KNOWN AS THE DOWNTOWN COMMUNITY DEVELOPMENT ADVISORY BOARD CONSISTING OF REPRESENTATIVES FROM ALL EXISTING ORGANIZATIONS IN THE DOWNTOWN TARGET AREA IN, LIEU OF AN ELECTED FIFTEEN MEMBER ADVISORY BOARD WHEREAS, the City Commissionhas adoptedcitizenparticipation guidelines for the Community Development. Block Grant Program; and: WI1EREAS, the guidelines specify that an election will be held in each of the City's Community Development Target Areas for the creation of a fifteen member. Board in the Downtown Community Developntent Target Area reE1,ETtEcICES: Proposed Resolution for September 13 1979 Commission Agenda It is recommended that the election of a 15-member Advisory Board in the Downtown Community Develop- ment Target Area not be held as specified by the Citizen Participation Guidelines adopted by the City Commission on May 22, 1979 , and that a Board representing all interests in the Downtown Comm- unity Development Target Area be named in place of an elected body, per the attached resolution. On August 6, 1979, City staff held a meeting in the Downtown Target Area for the purpose of explaining the new City of Miami Participation Guidelines for the Community Development Program. Prior to the meeting, advertisements were placed in the local media, flyers were distributed door to door to most Downtown merchants and residents, and Public Service announcements were placed on the radio to inform the Downtown area of the scheduled meeting. Eight persons attended the meeting. The Downtown area is a unique area comprised principally of merchants, whereas the City's other seven Community Development Target Areas are comprised princi- pally of residents. There are several existing organizations in the Downtown area, i.e. Downtown Development Authority, Downtown Merchants Association, New World Action Committee, Cesu Church, United Family and Childrens Services, and Miami Dade Community College, whose Boards and/or staff meet to address the needs and interests of their respective bodies. Lack of participation at this first meeting appears to indicate there may be a duplication of effort in electing a new Board in the Downtown area when the existing organizations address the interests of Downtown concerns, and many individuals in the Downtown area do not meet eligibility to vote and/or serve on the Board according to the adopted criteria. In lieu of an elected body, it is recommended that the City Commission recognize a Board whose members represent the existing organizations, including the Lummus Park residential area, and the various social service programs. Each organization could select its own representative to the Board. The Board would be covened, when necessary, for the purpose of making recommendations to the City Commission on Community Development needs and priorities in the Downtown Target Area.
