HomeMy WebLinkAboutR-79-0576RESOLUTION NO. 7 9- 5 7 6 A RESOLUTION DESIGNATING THE LATIN COMMUNITY RIVERFRONT PARK PROJECT A CATEGORY "B" PROJECT UNDER ORDINANCE NO. 8965 ADOPTED JULY 23, 1979 (CONSULTANTS' COMPETITIVE NEGOTIATIONS ORDINANCE - CCNO); AUTHORIZING THE CITY MANAGER TO CONDUCT A DESIGN COMPETITION AND TO AWARD THREE (3) CASH PRIZES OF $5,500, $3,500, AND $2,500 AND AWARD SIX (6) HONORABLE MENTIONS USING COMMUNITY DEVELOPMENT PROGRAM FUNDS TO FUND SAID AWARDS; AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL' SERVICES AGREEMENT FOR THE DESIGN AND CONSTRUCTION POR- TIONS IN THE DEVELOPMENT OF THE PROJECT PHASE I, FOR APPROVAL BY THE CITY COMMISSION. WHEREAS, the Latin Community Riverfront Park project was recommended .? for development by a community task force, established in:1971, in order to alleviate a deficiency in recreational and leisure service facilities in the Little Havana neighborhood; and.'. Miami; and the Little Havana Community Development Task Force agreed in April 1979 to conduct an open competition for the design of the above project. Accordingly, design competition docu- ments are being prepared for release to the public in mid -September 1979 upon adoption of the attached Resolution by the City Commission. 'ALE. The Resolution provides for the following: Designates the project as a Category "B" project in accordance with Ordinance No. 8965, adopted July 23, 1979, (Consultants' Competitive Negotiations Ordinance - CCNO) and authorizes the City Manager to appoint a Jury and the required Competitive Selection Committee. Authorizes the City Manager to conduct a design competi- tion, to award three prizes ($5,500, $3,500, $2,500) and; to present six honorable mention awards, using CD funds. Authorizes the City Manager to negotiate a professional services agreement which agreement shall be submitted. to the City Commission prior to execution. Authorizing City to Proceed with Latin Riverfront Design Competition; REFERENCES: ENCLOSURES: It is recommended that the attached Resolution be passed authorizing the City to proceed with a Design Com- petition for the development of plans for: Latin Riverfront Park. After strong interest was expressed by the local design profession to have the opportunity to participate in the planning and 'design of the proposed. Latin Riverfront Park, it was decided that the City would hold a competition to select a designer for the. Project. ' The Design Competition Manual out- lining the details of the competition was prepared jointly by the Departments. of Parks, Public Works, and Citizen Services, with additional input from the Little Havana Community Development Task Force and local designers. The design competition will have five (5) jury members; two from the City, one from the University of Miami, one from a private architectural office, and one representative to be selected by the Little Havana ;Community Development rask Force. The first cash prize will be $5, 500; second prize will be $3,500; and third prize will be $2, 500. These cash awards will come from Parks for People funds and Community Development funds previously committ ed ted to the Latin Riverfront project: The competition was set up following professional society guidelines andthe recently passed City resolution regarding consultant selection.
