A RESOLUTION ACCEPTING THE BIDS OF VERSAILLES MAINTENANCE
CONTRACTORS, INC. AT A COST OF $52,315.00, CONTINENTAL BUILDING
SERVICES, INC. AT A COST OF $203,856.00, AND G & A BUILDING
MAINTENANCE, INC. AT A COST OF $30,600.00, A TOTAL ESTIMATED
COST OF $286,771.00 FOR FURNISHING CUSTODIAL SERVICES ON A
CONTRACT BASIS FOR ONE YEAR FOR THE DEPARTMENT OF BUILDING AND
VEHICLE MAINTENANCE, WITH FUNDS TO BE ALLOCATED FROM THE
1979-80 OPERATING BUDGET OF THE DEPARTMENT OF BUILDING AND
VEHICLE MAINTENANCE, AUTHORIZING THE CITY MANAGER AND THE
PURCHASING AGENT TO ISSUE PURCHASE ORDERS FOR THESE SERVICES
SUBJECT TO THE AVAILABILITY OF FUNDS.
WHEREAS, pursuant to public notice, sealed bids were received
May 25, 1979 for the furnishing of Custodial Services on a contract basis
for one year for the Department of Building and Vehicle Maintenance, and
WHEREAS invitations were mailed to twenty-five potential
suppliers and five bids were received; and
WHEREAS, funds for this purchase are to be allocated from the
1979-80 Operating Budget of the Department of Building and Vehicle Main-
tenance; and
WHEREAS, this service will be used by the Department of Building
and Vehicle Maintenance for the purpose of providing Custodial Services
for City offices; and
WHEREAS, the City Manager and the Department of Building and
Vehicle Maintenance recommend that the bids received from Versailles
Maintenance Contractors. Inc. Continental Building Services, Inc., and
G & A Building Maintenance, Inc. be accepted as the most advantageous bids
to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
MIAMI, FLORIDA:
Section 1. The May 25, 1.979 Bids of Versailles Maintenance
Contractors at a cost of $52,315.00, Continental. Building Services, Inc.
at a cost of $203,856.00, and G & A Building Maintenance, Inc. at a cost
of $30,600.00; a total estimated cost of $286,771.00 for furnishing the
Departulent of Building and Vehicle Maintenance with Custodial Services on
a contract basis for one year are hereby accepted with funds to be allocated
from the 1979-80 Operati.tig Budget of that Departtnent. id

Custodial Services vs.
Present In -House
Bids were received on 5-25-79 and award scheduled for the.
July 23rd commission meeting.for contractual custodial
services. Five bidders responded of which all met speci-
fications. After tabulations and evaluation, it is this
department's recommendation to -award to three separate
contractors. The savings in awarding in this manner as
opposed to a single contractor is,$47,800. The three
contractors have all been contacted and agree to this
method of award. The overall.economies'to the City in
providing custodial services through contract rather than
in-house, based upon current years services provides for
an annual';, savings of $192,481. The net effect to the City
even after the inclusion of additional services for the
new Administration Building and Tax Offices in the Watson
Building provide an annual savings of approximately $142,000.
This is an estimate created by not knowing the exact date
the Dinner Key area departments will be moving into the
new Administration Building.
The award of this contract will affect 21 Civil Service
custodial workers. Five vacancies that presently are
budgeted willbe abolished. The Department of Human
Resources has been notified and efforts are underway to
provide for the least amount of actual lay-offs as pos-
sible. At present only one CETA employee will be affected
that has recently been moved into a transitional position.
In the interim prior to the October 1 effective date for
contractual services, Human Resources will hold all vacan-
cies to allow affected employees to fill. In this regard,
the;three contractors being recommended for award have all
agreed to interview and allow .laid -off City employees first
priority when hiring additional personnel in relationship
to this contract.

President, Rene Infante, has indicated that competency
issues will be raised. This department has contacted
customers of each contractor recommended for award and
find no cause for concern as to their competency. The
recommendation of this award is made with confidence by
this department with the anticipation that the City will
be receiving substantial economies and superior services.
