AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8716
ADOPTED OCTOBER 26, 1977, THE CITY'S CAPITAL IMPROVEMENT
APPROPRIATIONS ORDINANCE, AS AMENDED, BY MAKING CERTAIN
ADJUSTMENTS AND APPROPRIATING FROM THE 1976 FIRE FIGHTING,
FIRE PREVENTION AND RESCUE FACILITIES BOND FUND AN AMOUNT
OF $277,500 TO FUND THE CONSTRUCTION OF NEW FIRE STATION
NO. 4; BY APPROPRIATING FROM THE 1976 FIRE FIGHTING, FIRE
PREVENTION AND RESCUE FACILITIES BOND FUND AN AMOUNT OF
$47,000 TO SUPPLEMENT THE EXISTING APPROPRIATION FOR
FURNITURE, FIXTURES AND EQUIPMENT FOR THE FIRE ADMINISTRATION
BUILDING; CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE AND DISPENSING WITH THE REQUIREMENT OF READING THE
SAME ON TWO (2) SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION
WHEREAS, the City Commission adopted Ordinance No. 8716 on October
26, 1977, establishing resources and appropriations for the implementation of
capital improvements in the City of Miami, Florida for the Fiscal Year ending
September 30, 1978; and
WHEREAS, Ordinance No. 8874, Amendment No. 7 to Ordinance No. 8716,
is the Capital Improvement Appropriations Ordinance for Fiscal Year 1978-79; and
WHEREAS, $915,000 was appropriated for land acquisition, planning,
design and construction of Fire Station No. 4 of which approximately $589,500
was allocated for the actual construction of the building; and
WHEREAS, it was necessary to reject the first bid on the construction
of Fire Station No. 4 due to the excessively high bids; and
WHEREAS, the original plans and design were then revised by the
architectural firm of Bouterse, Perez and Fabregas for the purpose of cost
reduction in preparation for a second bidding; and
WHEREAS, the second bidding for Fire Station No. 4 was received on
August 21, 1979 with the low bid for the actual construction of the building at
$867,000, requiring additional funds in the amount of $277,500; and
WHEREAS, funds in the amount of $277,500 are available in the Fire
Fighting, Fire Prevention, and Rescue Facilities bond monies; and
WHEREAS, any delay in the construction of Fire Station No. 4 would
only result in further inflationary increase in building costs; and
WHEREAS, the sum of $70,000 of the $870,000 appropriated for the
Fire Administration Building was allocated for Furniture, Fixtures and Equipment;
and

WHEREAS, the sole complete bid received on August 16, 1979 for
furniture was in the amount of $91,000; and
WHEREAS, kitchen appliances and miscellaneous office and kitchen
equipment is estimated at $6,000; and
WHEREAS, the cost for constructing and equipping the photo
laboratory in the administration building is estimated at $20,000; and
WHEREAS, the required additional funds in the amount of $47,000
are available in the Fire Fighting, Fire Prevention and Rescue Facilities bond
monies;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8716, adopted October 26,
1977, as amended is hereby further amended in the following particulars: 1/
"Section 1. The following appropriations by fund are made for
the implementation of the municipal capital improvements of the City of Miami,
Florida, for the fiscal year 1978-79. 2/ The sources of revenue to support
these appropriations are also identified.

Section 2. This ordinance will provide the additional funding
required for the actual construction of Fire Station No. 4 in the amount of
$277,500 and for Furniture, Fixtures and Equipment for the Fire Administration
Building in the amount of $47,000 by appropriating from Fund Balance and through
adjustments from previous appropriated project funds.
Section. 3. All ordinances or parts of ordinances insofar as they
are inconsistent or .in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provisions
of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two (2)
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Approximately $589,500 of the total appropriation for Fire Station
No. 4 is allocated for the actual construction of the building.
The first bidding on this station was rejected due to the excess-
ively high bids.
The second bidding was received on August 21, 1979 (following a
revision of the plans and design by the architect for the purpose
of cost reduction) and the low bid came in at $867,000. Acceptance
of this bid would require an additional $277,500.
The sum of $70,000 of the $870,000 appropriation for the Fire Admin-
istration Building was allocated for Furniture, Fixtures and Equip-
ment. On August 16, 1979, the sole complete bid on furniture was
received in the amount of $91,000 for the Fire Administration Offices.
Acceptance of this bid would require an additional $21,000 in addition
to the other fixtures and equipment which are still to be acquired.
These are projected as $6,000 for kitchen appliances and miscellaneous
office and kitchen equipment and $20,000 for the construction and
equipment of the new photo laboratory.
