HomeMy WebLinkAboutO-08983LCD/sm 8/29/79 AMENDMENT NO. 27 TO ORDINANCE NO. 8158 ORDINANCE NO. 8 9 8 3 AN EMERGENCY ORDINANCE AMENDING SECTIONS 3 AND 6 OF ORDINANCE NO. 8858, ADOPTED SEPTEMBER 28, 1978, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1979, AS AMENDED, BY INCREAS- ING THE INTRAGOVERNMENTAL SERVICE FUNDS, COMPUTERS AND COMMUNICATIONS, IN THE AMOUNT OF $70,000 FROM 1977-78 RETAINED EARNINGS FOR SAID FUND, FOR THE PURPOSE OF FUNDING REMODELLING COSTS, FURNITURE AND EQUIPMENT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8858 on Sep- tember 28, 1978 establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1979; and WHEREAS, the Department of Computers and Communications has centralized operations on the third floor of the Miami Police Depart- ment Building; and WHEREAS, this space must be remodelled to adequately house the departmental personnel; and WHEREAS, it is estimated that an amount of $70,000 will be required for said remodelling and the accompanying furniture and equipment; and WHEREAS, funds are available in the 1977-78 Retained Earnings for the Intragovernmental Service Funds, Computers and Communications, and an amount of $70,000 can be appropriated for the aforementioned purpose; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 3 and 6 of Ordinance No. 8858, the Annual Appropriations Ordinance for the fiscal year ending September 30, 1979, as amended, are hereby further amended in the following part- iculars:1/ 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amendment proposed. The remaining provisions are now in effect and remained unchanged. Asterisks indicated omitted and unchanged material. All figures are rounded to the next dollar. "Section 3. The following activities, which are carried on for the service convenience of other funds, shall be operated by the City Manager within the limits of the appropriations provided in the foregoing Departments, Boards, Offices and accounts of the City of Miami and other revenues or receipts which may be received. The herein appropriation of $70,000 from 1977- 78 retained earnings is required to fund the costs of immediately needed remodelling, furniture and equipment for the Department of Computers and Communications. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. 1/ These revenues are derived from all funds other than than Debt Service and the Special Revenue Fund. -2- Dr 8 9 t# 3 a Section 5. This ordinance is hereby declared to be an emer- gency measure on the grounds of urgent public need for the pre- servation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to mak. the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Management and Budget Proposed Ordinance: Computers and Communications, Miami Police Building Remodelling The Department of Computers and Communications has recently centralized operations on the third floor of the Miami Police Building. This has resulted in the need to remodel this space in order to adequately house the departmental personnel. The estimat- ed cost of this remodeling is approximately $30,000. In addition, the Department is requesting $40,000 for the necessary furniture and equipment. The Department of Computers and Communications is, therefore, requesting a total appropriation of $70,000 from prior years' Retained Earnings for the above mentioned purpose. The attached proposed emergency ordinance prepared for the September 13, 1979, City Commission meeting provides for this transaction. slm/ CITY Or MIAMI. DATE: SUSJECT: August 13, 1979 rJLE: Remodeling & Furnishing Costs to be Funded Through Retained Ear — REFERENCES: ENCLOSURES: - r-' The Department of Computers and Communications, having recently been able to .r. centralize operations on the third floor of the Miami Police Building, now must remodel this space in order to adequately house the department personnel. The attached floor plan was designed by Mr. Morris Kaufman, who estimates the cost of this remodeling to be approximately $30,000. Some adjustments will be necessary to this design due to the recent move of five persons from the Commun- ications Division at the Watson Building, who will now be housed on the third floor of the Miami Police Building. Also attached is a listing of furniture and equipment necessary for the depart- ment personnel to adequately perform their functions. This listing of furniture and equipment was estimated by Mr. Art Mullins to cost approximately $35,000. I am therefore requesting that $70,000 be transferred from this Department's retained earnings prior years. The extra $5,000 would be used for any contin- gencies. This has been discussed with the City Manager and Humberto Cortina, Assistant City Manager, both of whom have given their approval. The need for both of these items is self-explanatory. If you feel further details are necessary, I will provide it upon your request. I was informed by the City Manager and Mano Surana of your Department, that this be expedited as quickly as possible.
