A $5 late charge fee will be assessed on any fees not paid on Monday. - Program Hours: 7:30 a.m. to 5:30 p.m., Monday thru Friday. - All Centers closed during December public school recess. NUMBER OF PROGRAMS IN DADE COUNTY Publicly Funded Private Non -Profit Private for Profit NUMBERS OF SLOTS AND VACANCIES IN EXISTING PROGRAMS In response to a recent random survey of 63 of the known 113 day care agencies operating within the City of Miami, we determined, with 55' agencies responding, that: (1) Average number of slots per program was 56. (X 55 mg 3,080) (2) (3) (4) Average number of vacancies per program was'.]. (X 55 - 605) Average user fee charged per child for fifty (50) of the day care agencies responding was $22.18 per week. The services provided were mainly child and infant care, after school care, and child development care. (5) Of the 63 agencies surveyed, 37 were private for profit, 15 were non-profit and 11 were publicly supported. AVERAGE OPERATING COSTS (as per study dated April, 1P/9) The cost of child care does not necessarily reflect the quality of care. It is estimated that $2,000 to $3,200 per child per year, (or $38.46 to $61.54 per week per child) is needed to provide "developmental" care. If social services, parent involvement, teacher training, etc., is provided to ensure "comprehensive" care, that yearly figure per child is considerably higher. Approximately 70% to 80% of a budget for a child care center accounts for staff salaries. In Florida,, the minimum standards for child care do not include staff qualifications or program requirements. Maintain the current City subsidy while acknowledging the need for user fee adjustments, gradually increasing them until they reach the County -wide average. RECOMMENDATION Select a funding option from the choices listed above. Develop a City Commission Policy which acknowledges that the City of Miami Day Care Program is designed to afford working parents, who are City residents and who need day care services, an opportunity to continue working and to contribute towards the cost of the provision of Day Care by sharing in the costs thereof in proportion to their income.
