The more than six hundred merchants in the Central Miami

the Miami area are unable to obtain assistance in Spanish from knowledgeable
sources as to where to shop, stay, find restrooms, transportation, bash traveller's
checks, or any other type of help. The four to seven policemen stationed in the
Central Business District (CBD) are either preoccupied with informationeirimmdiate eestjobs

than can be provided by the police department to answer questions and give
directions.
In an effort to alleviate this problem, the Downtown Miami Business Association
(DMBA) proposes to establish a.pilot bilingual Tourist Guide Program to provide
long -needed assistance to visitors to the Downtown Miami area. After

with representatives `from 'the •bowntown Development Authority (DDA),
the Dade County Manager's office, Miami -Dade -Community College, and the City
of Miami. Police°Department, it was determined that the DMBA would take the lead
role in developing and administering the Tourist Guide Program.
The proposed guides would be uniformed in colorful, easily recognizable garb,
and would be stationed at' strategiclocations throughout the CBD. It has been
suggested that the guides be recruited from and trained by Miami -Dade: Community
College New World Center Campus,'through their Hospitality Courses. In addition,
first aid training could be provided by the, New World Center Campus, and instruction
in emergency procedureswill be offered by the City of Miami Police Department.
Other downtown related information will be provided through the Downtown Development
Authority and the DMBA.
One benefit which is anticipated is that the presence of Tourist Guides, will
prove to bea crime deterrent even though they will not be armed. The Guides will
work closely with City of Miami Police Department-.(CMPD) uniformed officers
stationed downtown.
The program will be'supervised by the Executive Director of the DMBA, who will
also help provide on-the-job training to familiarize the Tourist Guides with the
area merchants and services available to'tourists Approximately 15% of the
Executive Director's time will be devoted to organizing and directingthis program,
to ensure,' its success.
A questionnaire will be prepared to be given to area merchants to determine
their expectations and the most effective use of the Tourist Guides. The
questionnaire will also provide a means of evaluating the program at the end o
the first year, to see if it did indeed serve the purpose for which it was
developed.
