AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 6
OF ORDINANCE NO. 8858, ADOPTED SEPTEMBER 28, 1978,
THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1979, AS AMENDED, BY
INCREASING THE APPROPRIATION FOR THE GENERAL FUND,
PLANNING DEPARTMENT, IN THE AMOUNT OF S1,879 FROM
A REIMBURSEMENT THROUGH THE SELF INSURANCE TRUST
FUND FOR THE PURPOSE OF REPLACING STOLEN TYPEWRITERS;
ENCUMBERING SAME AMOUNT FOR SAID EXPENDITURE; CONTAIN-
ING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND
DISPENSING WITH THE REQUIREMENT OF READING THE SAME
ON TWO SEPARATE DA'LS BY A VOTE OF NOT LESS THAN FOUR• -
FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance Ne. 8858
on September 28, 1978, establishing revenues and appropriations
for the City of Miami, Florida for the fiscal year ending September
30, 1979; and
WHEREAS,certain typewriters were stolen from the Planning
Department for which the City's Self Insurance Trust "und has reim-
bursed the Planning Department in the amount of $1,879 in a Planning
Department revenue code; and
WHEREAS, expenditures for the replacement of the stolen
typewriters are necessary after September 30, 1979; and
WHEREAS, the reimbursement of $1,879 through the Self
Insurance Trust Fund for replacement of the stolen typewriters can
be appropriated into the General Fund, Planning, and encumbered for
expenditure after September 30, 1979;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Sections 1 and 6 of Ordinance No. 8858,
adopted September 28, 1978, the Annual Appropriations Ordinance
for the fiscal year ending September 30, 1979, as amended, is
hereby amended in the following particulars:I

Underscored words and/or figures constitute the amendment
proposed. The remaining provisions are now in effect and
remain unchanged. Asterisks indicate omitted and unchang-
ed material. All figures are rounded to the next dollar.

"Section 1. The following appropriations are made for
municipal operation of the City of Miami, Florida, for the
fiscal year 1978-79, including the payment of principal
and interest on all General Obligation Bonds.

Section 6. The above appropriations are made based
upon the following sources of revenues for the 1978-79

Section 2. The herein appropriation of $1,879 for
a reimbursement to the Planning Department, obtained
through the Self Insurance Trust Fund, for the purpose of
replacing stolen typewriters is encumbered for the Planning
Department fiscal year 1978-79 Budget.
Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions
of this ordinance are hereby repealed.

Section 4. If any section, part of section, para-
graph, clause, phrase, or word of this ordinance is
declared invalid, the remaining provisions of this ordi-
nance shall not be affected.
Section 5. This ordinance is hereby declared to be
an emergency measure on the grounds of urgent public need
for the preservation of peace, health, safety, and property
of the City of Miami.
Section 6. The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

It is requested that the Commission amend Appropriations
Ordinance 8858 by increasing Planning Department expendi-
tures by $1,879 from Planning Department revenues from the
Self Insurance Trust Fund to replace stolen typewriters.
May 1, 1979 certain IBM Correcting Selectric typewriters
were stolen from the Planning Department offices. Three
of these were originally purchased with General Funds, as
follows:

Under the City's self insurance program the Risk Management
Division of the Finance Department entered $1879 in Planning
Department revenues as insurance proceeds from loss of fur-
niture (380101 617).
It is requested that the commission increase Planning Depart-
ment FY 78-79 appropriations by transferring $1879 from
revenues to Planning Department expenditures to pay for re-
placement typewriters, and that this amount be encumbered
(380101 840).
It is further requested that this item be considered at
the regular City Commission meeting of September 27, 1979.
