HomeMy WebLinkAboutR-79-0655• RESOLUTION NO796155 A RESOLUTION IN CONNECTION WITH THE 2ND ANNUAL OKTOBERFEST, ON OCTOBER 27, 1979, CLOSING CER- TAIN STREETS TO THROUGH TRAFFIC ON SAID DATES DURING SPECIFIED HOURS AND ESTABLISHING A PEDESTRIAN MALL; SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE AND FIRE DEPARTMENTS; PROVIDING THE SERVICES OF 1 REGULAR POLICE OFFICER; PROVIDING THE DELIVERY OF LITTER CONTAINERS; AND PROVIDING A MAXIMUM AMOUNT OF CASH ASSISTANCE IN THE AMOUNT OF $5,000 TO THE LITTLE RIVER COMMERCE ASSOCIATION, INC. SAID FUNDS TO BE ALLOCATED FROM SPECIAL PROGRANS AND ACCOUNTS; QUALITY OF LIFE PROGRAM - COMMUNITY FESTIVALS; SUBJECT TO SAID GROUPS; SUBSTANTIAL COMPLIANCE WITH ALL OF THE PROVISIONS AND CONDITIONS CONTAINED IN THE CITY OF MIAMI COMMISSION POLICY 100-4; AND FURTHER PROVIDING THAT THE SAID ASSOCIATION SUBMIT TO THE CITY MANAGER, WITHIN 60 DAYS FROM THE DATE OF SUCH FESTIVAL, A DETAILED ACCOUNTING OF GROSS RECEITPS RECEIVED BY IT BY WAY OF FEES AND FUNDS RAISED IN CONNECTION WITH THE AFORE- SAID FESTIVAL, TOGETHER WITH A DETAILED ACCOUNTING OF FUNDS DISBURSED, INCLUDING THE MANNER IN WHICH NET PROFITS ARE TO BE DISBURSED, TOGETHER WITH A STATEMENT OF THE SUMS DISBURSED. CONDITIONED UPON THE PROMOTERS OF THE OKTOBERFEST RAISING A TOTAL OF $10,000 ON THEIR OWN FROM OTHER SOURCES OF FUNDING. RE'FERENCE9: ENCLosURCS; The LittleRiver Community Association, Inc., has requested the City of Miami to provide $5,000 to sponsor the 1978 Second Annual Oktoberfest. In accordance with City C�nimission Policy 100=4, at least one-half of the total cash resources for the planned festival must come from sources other than the City of Miami. Of the total budget ,of $12,60.0.00, $4,000.00 is designated as in -kind staff personnel services, provided by the Little River Community Association, Inc. The total cash resources for the festival is estimated to be $8,660.00. It is recommended that a resolution be adopted authorizing the City to provide the cash amount of ,$4330 00 to be allocated from the CityQuality of Life Program according tothe provision of the Commission Policy. 1 You may recall that the City of Miami provided $ 5,000 to. the Little River Commerce Association, Inc to sponsor the 1978 "Oktoberfest.". The request for $ 5,000 was made and the funding granted prior to. the City Commission's adoption of an official policy concerning City contributions to such events. From the correspondence received, it appears that the LRCA is requesting about $ 7,500 from the City of Miami. The total budget for this year's event is estimated to be $ 12,660. According to the City Commissions Policy Plo. 100-4, at least one half of the total cash resources for the planned festival must come from sources other than the City of Miami. 0f the total budget of $ 12,660, $ 4,000 is designated •as "in -kind" staff personnel services, provided by the LRCA. Therefore, of the total cash resources estimated at $8,660 need forthe festival, the City is being asked to provide $ 7,500. I recommend that, if the City Commission wishes to provide some cash support for the "Oktoberfest," no more than $ 4,330 be allocated from the City's "Quality of Life Program," according to the provisionS of, the Commission's policy. In order to be able to procure enough funding to execute the planned program described in the LRCA's budget, it seems appropriate that the business establishments that are promoting: and will benefit by the "Oktoberfest" contribute the balance of funding required.
