MALL; SAID STREET CLOSING SUBJECT TO ISSUANCE
OF PERMITS BY THE POLICE AND FIRE DEPARTMENTS;
PROVIDING THE SERVICES OF 7 REGULAR POLICE
OFFICERS; AND PROVIDING A MAXIMUM AMOUNT OF
CASH ASSISTANCE IN THE AMOUNT OF $6,514 TO THE
METROPOLITAN DADE COUNTY OFFICE OF LATIN AFFAIRS,
SAID FUNDS TO BE ALLOCATED FROM SPECIAL PROGRAMS
AND ACCOUNTS: QUALITY OF LIFE PROGRAM - COMMUNITY
FESTIVALS: SUBJECT TO SAID GROUPS' SUBSTANTIAL
COMPLIANCE WITH ALL OF THE PROVISIONS AND CON-
DITIONS CONTAINED IN THE CITY OF MIAMI COMMISSION
POLICY 100-4; AND FURTHER PROVIDING THAT SAID
OFFICE SUBMIT TO THE CITY MANAGER, WITH 60
DAYS FROM THE DATE OF SUCH FESTIVAL, A DETAILED
ACCOUNTING OF GROSS RECEIPTS RECEIVED BY IT BY
WAY OF FEES AND FUNDS RAISED IN CONNECTION WITH
THE AFORESAID FESTIVAL, TOGETHER WITH A DETAILED
ACCOUNTING OF FUNDS DISBURSED, INCLUDING THE
MANNER IN WHICH NET PROFITS ARE TO BE DISBURSED,
TOGETHER WITH A STATEMENT OF THE SUMS DISBURSED,
AND ESTABLISHING THE AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE FESTIVAL PERIOD..

Request for Funding
Last year the City of:, Miami provided $ 5, 000;, "to, the
Metropolitan Dade County Office of Latin Affairs to
sponsor the Sixth Annual Hispanic Heritage Week. The
request was made and funding granted prior to the City
Commission's adoption of an official policy concerning
City contributions to such events.'
This year, $7,349.00 has been requested from the City.
of MiamiThe .total budget for this year's event is
estimated to be '$241,089.00. Of the requested amount,
$5.,744.00 is for `City services (i.e. Police, Solid
Waste, and Leisure Services). for events to be helcl
within City limits at off -duty rates, $835.00' is for
security deposits and insurance; $770.00 is for contri-
bution toward per diem cost of folkloric groups from
Iispanic Countries (the total cost of the groups is
estimated to be $55,370).
According to:. the City Commission. Policy No. 100-4, . al
security deposits for damage or clean-up inust be paid
by the organization sponsoring the event and no insurance
requirements will be waived.
recommend that, if the City; Commission wishes�to._pro-
vide' cash support for .the;Seventh Annual Hispanic Heritage
Week, no: more than $6,.514-00 be allocated from the City's:
Oualityof Life Program, according to the provisions of,;

COMMISSION POLICY
A policy describing the City's participation in and
support of.festiVals, cultural and sports events which

are planned and operated bylocal:citizens' and business
organizations. •

The. City Commission supports and encourages citizen -sponsored and:!.
citizen -run festival, cultural and sports events. These events
encourage civic pride, tourism, and areawide recognition of the
cultural diversity and heritage that is present in Miami. The
extent to which the City of Miami will provide financial or
services support for ,these events should be.outlined .ina policy
statement,to ensure that such support can be properlybudgeted
and planned: This policy will also provide for uniform and proper
control of city funds.
POLICY:
It is the policy of the Miami City Commission that support, both
direct financial or the provision of services, may be provided
to established, recurring festival, cultural and sports events and
to "first time" events if funding has been identified in the annual
budget and if certain specified requirements are met. Budgeted and
approved funding will cover both direct financial support and services
support, which is provided on an overtime basis.
The City Commission may authorize the disbursement of cash or
the provision of "billable" services only from funds specific-
ally identified in the annual budget for festival support, and
only if the following conditions are. met:
1. The requesting organization must be a legally constituted
entity with officers clearly identified.
▪ At least one-half of the total cash resources for the festival
or other event must be provided from sources:'other than the
City of Miami
. In order for the City Manager to make a proper: recommendation,
the requesting organization must.present the"following infor-'r
oration at least one month prior to:.the City Commission's con
sideration of the request:
•
A detailed description of the proposed event, 'including
dates, times, places, nature of events, type of acts, etc
A complete and detailed budget for the event, showing
sources and amounts of anticipated revenue, and showing

categories and amounts of plannedexpenditures:
ci If the requesting organization has sponsored similar
,events previously, a summary` statement:, showing .co-
sponsors, reveritie and expenditures must be furnished...
d. An agreement, signed by the requesting organization,
stating that the above requirements have been met,.
identifying how the City's cash contribution (if any)
will be used, and specifying that an independent
auditor, named by the organization and approved by the
City Manager, will be engaged to providea full and
complete audit.
. A final report and an auditor's statement (including a
financial statement). must be provided to the City by the
requesting organization within 60 days of the closing of
the event.
The City's administrative requirements for these festival,
cultural and sports events will be handled through the City
Manager's Office or through a°coordinator designated by the
City Manager. This coordinator will administer this policy
and provide liaison to departments affected. The sponsoring organ-
ization is responsible for making all the necessary arrange-
ments, secure permits, make reservations, and to ensure that
all other requirements are satisfied.
Apart from any support provided and covered in Sections.A &,B,.;.
thefollowing City assistance may be provided withoutcharge
to organizations sponsoring festival, cultural and sports events:
1 • Reduced fees for facilities and equipment as recommended , -by'
the City Manager. (For example: Bayfront Auditorium, Marine
Stadium, parks,; showmobiles, etc.)
• Labor and other services provided by operating departments
during regular hours a's work schedules permit.
