Ferre ABSENT: was called to order at 3:17 O'Clock P.M. by Mayor with the following members of the Commission present: Commissioner Rose Gordon Commissioner Armando Lacasa Commissioner (Rev.) Theodore Gibson Mayor Maurice A. Ferre Joseph R. Grassie, City Manager George F. Knox, City Attorney Ralph G. Ongie, City Clerk Matty Hirai, Assistant City Clerk Vice -Mayor J. L. Plummer, Jr. An invocation was delivered by Reverend Gibson who then led those present in a pledge of allegiance to the flag. 1. ALLOCATE $90,625.00 IN GENERAL FUND TO FUND 125 CETA TRANSITIONAL POSITIONS FOR 15 DAYS. Mayor Ferre: Good afternoon, ladies and gentlemen, this is a Special Commis- sion Meeting for the purposes of saving 175 jobs of 175 employees and limited to that. Mr. Manager. Mr. Grassie: Mr. Mayor and members of the City Commission, we have two actions before you to carry out your intentions from last night. The first, and we're going to distribute an agenda to you immediately, the first is an Emergency Ordinance which would appropriate $90,625.00 in the General Fund for the pur- poses of funding 125 CETA transitional positions. The difference between the 125 and the 175 that we talked about yesterday is that I find from the depart- ment that we have already been able to absorb 50 in the current budget so that there are 125 that remain that we have to take care of and that is the first Emergency Ordinance that you will have in front of you. That, of course, would require four votes to be adopted. Mayor Ferre: Is the Emergency Ordinance before us? Where is it? Mr. Grassie: I hope that it is being distributed.... Mayor Ferre: No, what we have before us is the agenda. Where is the ordinance? Mr. Grassie: The ordinance, I gather, is being copied right now, Mr. Mayor. Just so that you understand why this has come to me in the last 10 minutes, the department at 12:00 O'Clock last night had to go through every department to determine which positions were already covered and which were not, pull all of those out.... Mayor Ferre: How long will it be, Mr. Grassie? Mr. Grassie: We11, they're copying it right now and I would think.. Mayor Ferrer Would you say 5 minutes or 10 minutes or 15 minutes? rt (1) Mr. Grassie: Five minutes. Mrs. Gordon: Mr. Grassie, could I ask you a couple of questions while we're waiting relating to the budget, Items that we talked about last night? Mayor Ferre: Rose, it is upon your request, we said that we were going to limit this to these .... Mrs. Gordon: I'm not bringing up;any new items, it is exactly what I, we're not covering anything new. I just want to know if Mr. Grassie got me the letter.... Mayor Ferre: We'11 take a five minute break now and you can discuss it. Thereupon the City Commission took a short recess. AN ORDINANCE ENTITLED - AN EMERGENCY ORDINANCE APPROPRIATING $90,625 INTO THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, FOR THE FIRST FIFTEEN DAYS OF OCTOBER 1979, OR UNTIL THE ANNUAL APPROPRIATIONS ORDINANCE IS IN FORCE, IF SOONER, FOR THE PURPOSE OF FUNDING 125 POSITIONS; INCREASING GENERAL FUND REVENUES FROM AD VALOREM TAXES IN THE SAME AMOUNT; DISPENSING WITH THE REQUIREMENT OF READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR - FIFTHS (4/5's) OF THE MEMBERS OF THE CITY COMMISSION AND CONTAINING A SEVERABILITY PROVISION. Was introduced by Commissioner Gordon and seconded by Commissioner Gibson, for adoption as an emergency measure and dispensing with the requirement of reading same on two separate days, which was agreed to by the following vote • AYES: Commissioner Rose Gordon Commissioner Armando Lacasa Commissioner (Rev.) Theodore Gibson Mayor Maurice A. Ferre ABSENT: Vice -Mayor J. L. Plummer, Jr. NOES: None. Whereupon the Commission on motion of Commissioner Gordon and seconded by Commissioner Gibson, adopted said ordinance by the following vote - Commissioner Rose Gordon Commissioner Armando Lacasa Commissioner (Rev.) Theodore Gibson Mayor Maurice A. Ferre AYES: ABSENT:, Vice -Mayor J. L. Plummer, Jr. NOES: None. SAID ORDINANCE WAS DESIGNATED ORDINANCE NO. 8991. The City Attorney read the ordinance into the public record an announced that copies were available to the members ofthe, City Commis sion and to the public. 2. ALLOCATE $68,239 FOR FEDERAL REVENUE SHARING FUNDS - SOCIAL SERVICE AGENCIES - ONE-TWLEFTH ALLOCATION. Mayor Ferre: Now this Revenue Sharing is what we approved previously, right? Mr. Grassie: That is correct, by way of explanation, Mr. Mayor and members of the City Commission, what this does is provide one -twelfth of the current year's allocation for the programs that you have approved for continued funding next year. There are two exceptions, we have added two new programs which were not previously funded, one is the Industrial Home for the Blind which you ap- proved and the other is Los Viejos Utiles. The following resolution was introduced by Commissioner Lacasa, who moved its adoption: RESOLUTION NO. 79-676 A RESOLUTION ALLOCATING $68,239 OF FY 79-80 FEDERAL REVENUE SHARING FUNDS APPROPRIATED BY PASSAGE OF ORDINANCE NO. 8991 TO PREVIOUSLY APPROVED SOCIAL SERVICE AGENCIES LISTED HEREIN IN AN AMOUNT NOT TO EXCEED 1/12TH OF THE TOTAL PROPOSED ALLOCATION TO EACH AGENCY FOR FY 78-79, FOR THE PERIOD FROM OCTOBER 1, 1979 TO OCTOBER 31, 1979. Upon being seconded by Commissioner Gordon, the resolution was passed and adopted by the following vote - AYES:. Commissioner Rose Gordon Commissioner Armando Lacasa Commissioner (Rev.)
