HomeMy WebLinkAboutO-08991EHK/slm 9/28/79 ORDINANCE 8 9 9 1 AN EMERGENCY ORDINANCE APPROPRIATING $90,625 INTO THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, FOR THE FIRST FIFTEEN DAYS OF OCTOBER 1979, OR UNTIL THE ANNUAL APPROPRIATIONS ORDINANCE IS IN FORCE, IF SOONER, FOR THE PURPOSE OF FUNDING 125 POSITIONS; INCREASING GENERAL FUND REVENUES FROM AD VALOREM TAXES IN THE SAME AMOUNT; DISPENSING WITH THE REQUIREMENT OF READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS (4/5's) OF THE MEMBERS OF THE CITY COMMISSION AND CONTAINING A SEVERABILITY PROVISION. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Effective October 1, 1979, the amount of $90,625 is hereby appropriated for the purpose of funding 125 positions until October 15, 1979, or until the annual appropriations ordinance is in force, if sooner. This temporary amount is chargeable to the appropriations for fiscal year 1979-80, at the time the fiscal year 1979-80 budget is adopted Departments, Boards, and Offices GENERAL FUND Special Programs and Accounts TOTAL GENERAL FUND TOTAL GENERAL OPERATING APPROPRIATIONS TOTAL OPERATING APPROPRIATIONS Appropriation $---6981469 $ 8146479;8 $267469093 $267467,64; $ 789,075 $ 8,555,598 $26,251,328 $26,558,268 Section 2. The above appropriations are made based on the following sources of revenues for the 1979-80 fiscal year. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emer- gency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary pay- ments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four - fifths of the members of the Commission.
