Arauz Assistant Director Department'of Human' 'Res •urces p A11: • Status Report on Layoffs -- Counseling SeCtion Efforts iiEFtRENCF_S: ENCLOSURES: I have met with Ms..<,Teresita Gonzalez, Chief of our Counseling Section, who is in, charge of job development and counseling for those employees to be laid off during FY 79-80. She informs me that the employees that have been counseled have lately refused any referrals to any jobs in private industry due to expectations thattheir jobs in the City will continue. In addition, the custodial service companies which have con- tracted with the City of Miami will not be able to provide jobs for some of ouremployees to be laid off until their contract takes effect. As you know, the beginning date of their contract has been delayed due to the fact that the proposed budget for FY 79-80 has not been approved by the City Commission. Ms. Gonzalez also informs me that noncustodial employees to be laid off have also refused counseling and our efforts to place them in jobs in the private sector due to expectations that their jobs will be continued by the City Commission. ro. This total does not include the positions abolished in the Department of Publicity and Tourism. There will be 21 lay-offs in custodial positions due to the new custodial service contract. beginning October 1, 1979. In addition, _ there will be 13 more Custodians to be laid off due to budget cuts in different departments. Of. the 34 custodians_to be laid off, we have been able to locate other positions within the City of Miami for four of them. All persons being laid off from Custodian I positions have been scheduled by the Department of Human Resources' Counseling Section for inter- view; I am attaching a status report on these employees. (See Attach- _ ment 1.)
