A RESOLUTION CHANGING THE DESIGNATION OF
N.H. 15TH STREET, FROM N. BAYSHORE DRIVE TO
BISCAYNE BAY TO PLAZA VENETIA/N.E. 15TH
STREET;DIRECTING APPROPRIATE CHANGES IN CITY
MAPS, RECORDS AND STREET SIGNS; DIRECTING THE
CITY CLERK TO INFORM THE POSTMASTER, DADE
COUNTY DEPARTMENT OF TRAFFIC AND TRANSPORTA-
TION, SIGNS AND MARKERS DIVISION, COUNTY CLERK,
BOARD OF DADE COUNTY COMMISSIONERS, AND MIAMI-
DADE WATER AND SEWER AUTHORITY; AND AUTHORIZING
THE APPROPRIATE DEPARTMENTS TO CHANGE THEIR
RECORDS.
WHEREAS, the Miami Planni_ng Advisory Board at its
meeting of September 5, 1979, Item No. 1, foll.ovii_rtg an advertised
Hearing, adopted Resolution. No. PAI3 43-79 by a 3 to 2 vote
(2 members absent) recommending denial that the name of N.E. 15th
Street, from N. Bayshore Drive to Biscayne Bay be designated as
PLAZA VENETI.A/DI.E. 15th Street; and
WHEREAS, the City Commissi_ott, notwithstanding the
denial by the Pl.arkning Advisory Board, and after careful consideration
of this matter, deems itadvisable of
visabl
e and in the best interest of the
City
general welfare of theMiami and its inhabitants to grant
said use;

BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:sectfrom N. y
Section 1. N.E. 15th Street, Ba shore Drive to
Biscayne Bay be and the same is herebv designated as PLAZA VENETIA/
N.E. 15th Street. Appropriate City maps, records and street signs
are directed.to.be.changed accordingly and the City Clerk is directed
to inform the Postmaster, Dade County Department of Traffic and
Transportation, Signs and Markers Division, County Clerk, Board of
County Commissioners, and Miami -Dade Water and Sewer Authority; and
authorizing the appropriate Departments to change their records.

To add "Plaza Venetia" to. the name of
NE 15th Street, for the one -block segment
between N. Bayshore Drive and Biscayne
Bay,
The developer of Plaza Venetia has petitioned
for this additiOfla]- designation and presented
supporting statements from three adjacent
property owners.
The City Commission, by Resolution 77-506;
dated June 6, 1977 (attached) has
recognized the integrity of the numerical
quadrant street system and established
their policy that the numbered street
system should not be degraded. The
addition of "Plaza Venetia" to this one -
block segment of NE 15th street is not seen
as degrading the numbered street system,
although it may encourage other developers
to similarly petition for re -designation
of their fronting streets.
APPROVAL, supported by the Fire Department
but not recommended by the Police Department
(see attached memos).

Our primary concern is that we do not create
a trend which would allow substitution of names
for our numerical street system which is so,
well stated in the City Commission Resolution
No. 77-506.

A RESOLUTION ESTABLISHING A POLICY OF. THE CITY
COMMISSION CONCERNING THE NUMERCIAL QUADRANT
SYSTEM FOR STREET NAMES.
WHEREAS, the City Commission and,'the administration
ived many requests to change the names of streets in the
of ;Miami; and
WHEREAS, there has been no clearly defined policy con-
cerning these requests; and
WHEREAS, it is desirable that a policy regarding street
be established;,
THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
name changes`

Section 1. The Commission hereby
following policy statement
The City of Miami has adopted and used, with few
exceptions, the numerical .quadrant :`system for
street naming since 1920 This system is .readily
understood .by.the Public and affords visitors a;
means of easy.; reference for quickly determining•
their location and finding their way through the
area.. This system; is widely used through the
country or these reasons
The City Commission,.taLing cognizance' of these:.
facts and not wishing to incrementally weaken
this highly regarded and useful system,` notes the
following additional reasons for establishing its
policy that the numbered street system 'should not
be degraded:
makes and declares the
Street name changes will cause confusion,
and 'delays n public agency response to
police and fire,emergencies by receiving.;
faulty or confusing descrlptiOfls of the
locatioflS of those emergencies
Street name changes are not in concert
with the intent of the long-established
numerical quadrant system.

CONSIDERATION OF RECOMMENDING THAT THE NAME OF'
N. E. 15TH STREET, FROM NORTH BAYSHORE DRIVE TO
BISCAYNE BAY BE REDESIGNATED AS PLAZA VENETIA/
N. E. 1STH STREET.

Oath was administered to all those testifying at this Hearing.
PLANNING DEPARTMENT RECOMMENDATION: APPROVAL, supported
by the Fire Department.
Mr. Joseph McManus, Assistant Director, Department of Planning:
Members of the Planning Advisory Board, this is a request to designate
N. E. 15th Street from North Bayshore Drive to Biscayne Bay to a dual
designation of N. E. 15th Street, Plaza Venetia.
As you recall, in any of the requests for street name -changes,
the Commission has established a policy that basically says that they
are not going to consider any street name -changes which degrade or
detract from the City's numerical quadrant system; that is, the numbered
system of streets and avenues. We have considered this and sent memos
to both the Fire Department and the Police Department. The Fire Depart-
ment responded;that memo is included in your package and we see no great
difficulty with this and neither does the Fire Department.
We recommend approval of this Item.
Mr. Smith: Is there anyone here this evening who would like to
speak on this public hearing Irem? Being none, we'll close the public
hearing and have discussion among the Board Members.
Mrs. Lichtenstein: The City has established a numerical quadrant
street system and the policy of the numbered street system should not
be degraded. Now if we start this, we could very easily be starting a
trend. Everyone along Brickell will say 'We want to call it Brickell-
Bartlett' and this is a means of advertising a commercial piece of
property. I'm sure the developers can find another means of commercializin
and advertising their property. I make a motion to deny.
Mrs. Alexander: I second.
Mr. Rosichan: I substantially agree with Mrs. Lichtenstein. I
feel it would set an unfortunate precedent for the City to permit the
naming of streets after private, commercial development. So I would be
opposed to this.
Mr. Smith: Will one of the Members ask this gentleman a question?
The public hearing has been closed.
Mr. Rosichan: I'll ask him.
Mr. Gershon: Good evening ladies and gentlemen, I'm with Florida
East Coast properties and the reason for changing the street name, we
thought would be a benefit to the City not as any advertisement for our
project because our continuing project will not be called Plaza Venetia
but there are other buildings going up in the area. We considered the

use of Plaza Venetia solely because the Post Office has already
designated the marina which is going to be a public marina located
between 15th Street and the Womens Club, and also there's a public walk-
way which will go from 15th Street up to the Womens Club, and hopefully
if the Womens Club will agree at a future date to allow the walk to
continue past their property, this bayfront walk, which we feel is a
tremendous asset to the City, would be a continuing part and would be a
designation for Plaza Venetia. In other words, the beginning of that
walk is at Plaza Venetia. We are exactly opposite the Herald building
and their street is designated as Herald Plaza. We have discussed this
with the Fire Department, with the Police Department, and with members
of the Public Works Department and they were in agreement that it would
not be a detriment or any type of advertising. In other words, that
area is the entrance to the City of Miami coming from Miami Beach and
designating that area as Plaza Venetia, we feel, would be an upgrading
of that entire area. We discussed this with the Herald, with the Bishop
at Trinity Church and with the people who own property on the street.
They were all in favor of doing this.
Mrs. Alexander: I think what I need to raise at this point is in .
essence a point of order. My point is that somewhere along the line this
gentleman who has something to say for Plaza Venetia should have been
sworn in at the time when you requested people speaking for or against
this Item and I'm very interested in what you have to say, but our
procedure is, is it not Mr. Chairman, that when we have a public hearing
we request members of the audience who wish to speak for or against to
be sworn in and give their testimony. I'm willing to back up our
motion and I'm willing to start this all over again and listen but at
this point however, I feel that it's not in order. This is a matter of
how we supposedly do conduct our business. That's all.
Mr. Smith: Mrs. Alexander, I agree with you. Are you withdrawing

Mr. Gershon: My name is Lester Gershon. I live at 3301 N. E. 5th
Avenue in Miami and I've lived in the City of Miami for approximately
30 years.
Mr. Smith: Now, how does this change benefit the City of Miami?
Mr. Gershon: I feel that at 15th Street, as I pointed out, you
come from the Venetian Causeway to Miami and there's really no differ-
entiation at all between when you come over the Causeway and the City of
Miami. I feel the designation of Plaza Venetia would definitely show
the people in the City of Miami and also we have extensively advertised
the marina, that it will be located at Plaza Venetia. Now Plaza Venetia
is going to be an apartment building which is located directly on the
water and goes up to what was formerly 16th Street. 16th Street is going
, you stated that this would be a

to be closed to vehicular traffic. I believe most of you people are
aware of what's going on in that area. What they're going to do is
make a beautiful landscaped mall there, which will be enjoyed by the
public. This is in cooperation with Trinity Cathedral, all of these
places, the marina on the Bay, the walk between Phase I and Phase II
will be connected by this promenade where we're providing landscaping,
benches, trees and as I pointed out before, I believe that this is the
first time in the history of Miami that a developer has provided a
riverwalk for the public to enjoy. I believe that it's a benefit to
the City. By having the name changed I don't think it's a detriment
and as far as a precedence is involved, I think that each case should
be taken on its own merits. There are cases on the Beach where they've
changed - not changed the name - but they've designated 41st Street
for example as Arthur Godfrey Road. It's simply I think a method of
identifying an area. As I said previously, the Post Office has designated
the branch office which will be located in the marina as the Plaza
Venetia Station. I believe it's not commercial or advertising
to us, but the name has a nice ring to it and that area which encompasses
the Herald building, Trinity Cathedral and that little row of doctor's
offices would certainly benefit.
Mrs. Alexander: I have a further question. I believe everything
you have said has merit but you made a point that the Cathedral and
Florida East Coast properties, I presume, are the developers of Plaza
Venetia - and I'm looking at this from the water to Bayshore Drive -
yellow, is that correct?
Mr. Gershon: The yellow portion (projection map) is the entire
portion of 15th Street.
Mrs. Alexander: That's what I'm talking about.
Mr. Gershon: What we're asking is that, that one block be
designated by the name.
Mrs. Alexander: We're talking about one block from the water's
edge to Bayshore Drive to be designated as Plaza Venetia. Who is
involved in the beautification of this?
Mr. Gershon: The beautification of the entire area is going to be
done by Florida East Coast properties. They're doing all of the land-
scaping for the Church, all of the landscaping for the public walk; the
benches will be provided - all will be provided by Florida East Coast
properties.
Mrs. Alexander: And the Herald has no part of this?
Mr. Gershon: No Ma'am. I did speak to the Herald extensively.
There is a written document in the file which indicates their approval;
also from Trinity Church; and also people who own property on the upper
side of the yellow line.
Mrs. Alexander: Thank you very much.
Mrs. Lichtenstein: The City Commission has taken recognition, you
know, of many people who have made requests throughout time of the City
of Miami in its history to change names but we're a toE'rist center; we're
a commercial area. In Miami one of the beauties of it is you can find
your way around very easily because of the numerical system. And to
change one short block when you don't change the rest of the street creates
more confusion in the mind and I really think this is just a device to
commercialize an area for a developer. I re -make my motion for denial.

Mr. Rosichan: I don't have any p.articular quarrel with what this
gentleman has stated in the sense that I'm very pleased with what
Florida East Coast properties is doing and I don't have any tremendous
idealogical problem with this particular Item as such, but I do have to
reiterate my concern with the setting of a precedent on this matter.
I do believe there are developers at the present time who are being just
as willing to contribute to the welfare of the citizens as this Company
is, and I don't gainsay their intentions at all or what they're doing,
I do not approve the renaming of the street in front of the Herald, the
Herald Plaza; I never approved of it and I never will. If there was any
way of getting it changed back to whatever it used to be, I'd be for it
200 percent.
Mr. Smith: Mr. Rosichan as a member of this Board you can make
such a proposal.
Mr. Rosichan: Well, I'm going to give it some serious consideration.
In the meantime, I'm willing to second Mrs. Lichtenstein's motion.
Mrs. Alexander: Mr. Chairman, I think I'd like to change my mind.
As Ralph Waldo Emerson said, 'Consistency is the hobgoblin of small minds'
and I hope mine isn't small. I would like to say this: The Venetian
Causeway is a very ancient - for Miami - and quite well known.
Plaza Venetia is off of it and the whole business of Plaza
Venetia was based on the fact that it was off the Venetian Causeway. We
have a Herald Plaza; we have a Brickell Plaza which used to be S. E. 1st
Avenue Road, which nobody really knew what it was, but now it's Brickell
Plaza and people have a better idea - we even have a Bull's Plaza some-
where up in the north end of town that has to do with a football team.
Now in no way do we say this is no longer 15th Street. I think this bears
looking into and I think there's nothing wrong with signifying it as such.
Mr. Smith: Mr. Reid, there's a motion on the floor by Mrs.
Lichtenstein, seconded by Mr. Rosichan. Would you call the Roll please.

fication and the landscaping that is going around Plaza Venetia, Plaza
Venetia was before this Board and it was part of the amenities and part
of the total package in that it was to be landscaped.
