To approve construction of two buildings for the Solid Waste Department on the Miami Municipal Tract _ Background The Solid Waste Department has recommended con- struction of a new office building and shop facil- ity rather than renovating the existing incinerator facility for this purpose. The Miami Comprehensive Neighborhood Plan designates the tract for institutional/governmental uses, in conform- nity with GU zoning. Traffic Access and Circulation. Access to the tract and building is provided directly from NW 12th Avenue and NW 20th Street, major ar- terials, and NW 14th Avenue. Effect upon Adjacent Properties. The impact of the facility on drainage, light and air;;, and property values is considered beneficial. Scale Relationships. These one and two-story buildings are consistent in scale with the Heavy Equipment Maintenance Facility and Fire Station #5, but lower in scale than the existing incinerator. Design Landscaping and Amenities. Ample land SCaping is provided. Essential Use. The Department of Solid Waste provides services which are essential to the citizens of Miami.
