HomeMy WebLinkAboutO-09011IAr PIN ORDINANCE NO. 9 0 1 1 AN EMERGENCY ORDINANCE ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "MIAMI CONFERENCE ON THE CARIBBEAN", PROVIDING FOR REVENUES THEREIN FROM PARTICIPANT FEES IN THE AMOUNT OF $45,000, METROPOLITAN DADE COUNTY $7,500, THE STATE OF FLORIDA $7,500, AND THE CITY OF MIAMI $10,000,FOR A TOTAL OF $70,000,AND MAKING APPROPRIATIONS THEREFROM IN THE SAME AMOUNT FOR THE PURPOSE OF SPONSOR- ING THE MIAMI CONFERENCE ON THE CARIBBEAN: CONTAINING A REPEALER PROVISION AND A SEVER - ABILITY CLAUSE, FURTHER DISPENSING WITH THE REQUIREMENT OF READING THIS ORDINANCE ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the Committee for the Caribbean, the Council of the Americas and the American Enterprise Institute are sponsors of the Conference on the Caribbean; and WHEREAS, these sponsors have approached Miami as the site for the next Conference and have sought the City's, the County's, and the State's assistance in hosting this conference; and WHEREAS, Metropolitan Dade County will extend $7,500 to the City to help defray the conference costs; and WHEREAS, the State of Florida Department►of Commerce, Division of Economic Development, will also extend $7,500 to the City to help defray the conference costs; and WHEREAS, the City will extend $10,000 from Special Programs and Accounts, Trade Fair of the Americas, to help defray the conference costs; and WHEREAS, it is anticipated that through registration fees and other revenues the conference will realize $45,000 in additional operating funds; JTY COMMISSION MEETING OF OCT31 1979 oo siwa 1 1 ladYI...N.....NN MGM. NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Trust and Agency Fund is hereby established and resources are hereby appropriated as described herein:1/ FUND TITLE: Miami Conference on the Caribbean RESOURCES: City of Miami, Special Programs and Accounts, Trade Fair of the Americas Metropolitan Dade County State of Florida, Department of Commerce, Division of Economic Development $10,000 $ 7,500 $ 7,500 Participants Fees $45,000 APPROPRIATION: Miami Conference on the Caribbean $70,000 Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. 1/ Underscored words and/or figures constitute the amendment proposed. This upcoming conference is being hosted by the City of Miami, MetropolitanDade County and the State of Florida. Because funds will be received from these different entities, as well asfrom registration fees, to defray the cost of the conference, there is a need to set up a separate agency account. This will also aid in separating revenues and expenditures`as well as in keeping separate books in order to facilitate future reports to the co -hosts.
