A RESOLUTION APPROVING THE MIAMI CAPITAL
IMPROVEMENT PROGRAM 1979-1985 IN PRINCIPLE;
AND DIRECTING THE PLANNING DEPARTMENT TO
REVISE AND UPDATE IT ANNUALLY FOR SUBMISSION
"SUPPORTIVE TO AND APPROVAL BY THE CITY COMMISSION
DOCUMENTS
FOL.LCDW" WHEREAS, in accordance with Section 2-66 of the Miami
City Code, the Planning Department has prepared the City's
Capital Improvement Program; and
WHEREAS, such program is identified as the proposed
Miami Capital Improvement Program (CIP) for the fiscal
period from October 1, 1979 through September 30, 1985,
and is contained in Part I (pp. 13-259 inclusive) of a 284
page document, submitted to the Miami Planning AdvisoryBoard
at its meeting of November 7, 1979; and
WHEREAS, the said CIP identifies all 188 physical
projects of the City valued at $20,000 or more that are
proposed to be initiated after October 1, 1979, or that
will be ongoing at that time; said CIP is divided into
six program areas with capital projects being organized by
thirteen functional categories within these program areas,
as follows:

and
WHEREAS, in accordance with Ch. 163.3161, F1a.Stat.,
expenditure of public funds for capital improvements identi-
fied in the recently adopted Miami Comprehensive Neighborhood
Plan shall include estimated costs, priority ranking relative
to other proposed capital expenditures and proposed funding
sources; and
WHEREAS, the Miami Capital Improvement Program 1979-1985
has been prepared to partially satisfy the aforementioned State
Law; and
WHEREAS, a capital improvement program is a desirable
policy and management tool to plan municipal borrowing and
indebtedness over a period of time, to establish annual expendi-
tures within a framework of long-range fiscal requirements and
serve as an official statement of the City' s development, plans;
and
WHEREAS, the Miami Planning Advisory. Board,' at its meeting
of November 7, 1979, Item No. following an adverted
hearing, adopted Resolution No. PAB
approving, in principle, the Miami Capital Improvement Program,
1979-1985;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The Miami Capital Improvement Program, 1979-
1985, as reflected in the preamble hereto, is hereby approved, in
principle.

The agenda item pertains to the 1979-1985 Capital Improvement Program
as follows:
FILE
1. a public hearing on the Capital Improvement Program and
a resolution approving in principle the Capital Improve-
ment Program.
2. the first and second readings of the appropriations ordinance
to officially appropriate funds for the fiscal year 1979.-1980
Capital Budget.
It is requested that the first and second readings of the Appropriations
Ordinance take place at the Commission meeting on November 8, 1979. If
the first and second readings of the Appropriations Ordinance take place
on November 8,1979, the Public Works Department can proceed with their.
plans to award contracts for several Capital Budget projects in November.
The CIP has been approved by the City Manager. On November 7, 1979, the
CIP will be submitted to the Planning. Advisory Board for review and approval.
We request that the Commission approve in principle the Resolution and adopt
the Appropriations 0rdinance. •
