AN ORDINANCE CREATING A NEW DEPARTMENT TO
BE KNOWN AS THE DEPARTMENT OF TRADE &
COMMERCE DEVELOPMENT, PROVIDING FOR THE
APPOINTMENT OF A DIRECTOR BY THE CITY MANAGER;
PRESCRIBING THE FUNCTIONS AND DUTIES OF THE
DEPARTMENT; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, it is in the vital interest of the City of Miami to
have established commercial promotion and retention programs,
centralized business assistance and delineated objectives and
projects which will enhance the attractiveness of our area to
business, industrial and visiting entities; and
WHEREAS, economic development in the Greater Miami area
is being fostered by different public, private and quasi -public
bodies and there is a need to coordinate such economic development
efforts in order to maximize the City's limited resources; and
WHEREAS, it is the desire of the City of Miami Commission
to foster economic development, promote trade and commerce activi-
ties and successfully project the new image of Miami, as a major
financial and distribution center; and
WHEREAS, Section 19A of the Charter of the City of Miami
provides that the Commission may create new departments or discon-
tinue any department and determine, combine, and distribute the
functions and duties of departments and subdivisions thereof; and
WHEREAS, it is the desire of the Comma--.D.. to exercise
such authority and to create a new department to be known as the
Department of Trade & Commerce Development; and
WHEREAS, the general public may then be served in a more
efficient and satisfactory manner;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A department to be known as the Department
of Trade & Commerce Development is hereby created.

Section 2. The City Manager is hereby authorized to
appoint a director of the Department of Trade & Commerce Develop-
ment. The director shall administer the affairs of the department
subject to the supervision and control of the City Manager in all
matters.
Section 3. The function and duties of the Department of
Trade & Commerce Development are to:
a) diversify the economy
b) increase employment opportunities
c) increase the City's tax base
d) assist private investment
e) capitalize upon the City's "comparative advantage" areas
Section 4. The Department of Trade & Commerce Development
will administer City programs such as commercial promotion campaigns,
business retention program, commercial assistance, financial and
credit assistance andcommercial data bank.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of this
ordinance are hereby
repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid the
remaining provisions of this ordinance shall not be affected.
