A RESOLUTION AUTHORIZING THE CITY
MANAGER TO SUBMIT A GRANT APPLICA-
TION TO THE BUREAU OF CRIMINAL JUSTICE
PLANNING AND ASSISTANCE, DIVISION OF
STATE PLANNING, DEPARTMENT OF ADMIN-
ISTRATION, STATE OF FLORIDA, FOR
FUNDING .OF THE MINI -BLOCK GRANT APPLI-
CATION PROVIDING FOR ALLOCATION'OF
$12,459 AS THE CITY'S CASH MATCHING
FUND FROM THE SPECIAL PROGRAMS AND
ACCOUNTS OF THE 1979-80 FISCAL YEAR
BUDGET; AND FURTHER AUTHORIZING THE
CITY MANAGER TO ACCEPT THE GRANT'
AND EXECUTE THE NECESSARY AGREEMENTS_
TO IMPLEMENT THE PROGRAM UPON RECEIPT
OF THE GRANT.
WHEREAS, the City Commission, after thorough
consideration of the problem and available data has deter-
mined that the creation of the following projects:
1. Miami Police Performance Project
2. Health Maintenance Project
3. Voice Protection for Investigation of
Complex Criminal Conspiracies and
Special Threat Situations
4. Miami Police Systems Evaluation aniciDOCUm FNT

is in the best interest of the general public; and
WHEREAS, under the terms of Public Law 90-351,
as amended, the United States of America has authorized
the Law Enforcement Assistance Administration (LEAA),
thgough the Florida Bureau of Criminal Justice Planning
and Assistance, to make Federal Grants to assist local
governments in the improvement of criminal justice; and
WHEREAS, the City Commission has examined and
duly considered such Act and considers it to be in the
public interest and to the benefit of the City of Miami.

If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions, in addition to the grant, as
may be required by
the said Act to defray the, cost of the
projects generally described above.

Section 5. (a) The City Manager is hereby author-
ized to furnish such information and take
as may be necessary to enable the City to

grant, to accept the grant, and execute all necessary

ments to implement the projects upon receipt of the grant.
(b) The City Manager is hereby
nated as the City's authorized representative for the

of furnishing to the Florida Bureau of Criminal Justice Plan-
ning and Assistance such information, data and documents per-

taining to the application for said grant as may be
required and otherwise to act as the authorized repre-
sentative of the City of Miami in connection. with this
application.
(c) If such grant be made, the City
of Miami shall maintain such necessary records and
furnish such information, data and documents as
required by the Florida Bureau of Criminal Justice
Planning and Assistance to support the implementation
of the projects generally described above.
Section 6. This resolution shall take effect
immediately upon its adoption and certified copies
hereof are to be included as part of the application
for the herein grant to be submitted to. the Florida
Bureau of Criminal Justice Planning and Assistance.

Support Project
The Miami Police Department is in the process of drawing up the final
Mini Block Grant application for the above referenced projects. The
Mini Block concept allows for the funding of all projects under one.
grant application. Previously, each project required a separate ap-
plication and resolution; this is no longer necessary. These projects
are funded through an LEAA grant and matching State and Local Funds.
Following is the complete title of each project and the monies allo-
cated under the Mini Block Grant to each project with a brief descrip-
tion:

This project is designed to provide for the implementation of a sys-
tem that can be used to measure how well the Police Department object-
ives are achieved and how much it costs to achieve them. Specifically,
the objectives will be to create the ability to measure the degree of
success of police efforts aimed at minimizing crime and disorders;
maximize successful handling of crime; quality of police services and
administrative objective achievement. The primary activities will be
concerned with development of a sound foundation in police performance
measurement theory and practice; building a measurement system; and
implementation of said system to measure and improve effectiveness and
productivity.

Mini Block Grant
This project will provide a methodology to assess the overall
level of fitness for the entire Miami Police Department. Those
members identified as overweight, out of shape or as having some
other health malady impacting on their personal well being and
job performance, will be provided with the counter measures
necessary to address these problems. in conjunction with identi-
fying the specific problems and the organizational magnitude,
trainingprograms will be developed in-house that can be util-
ized on an ongoing basis even after the close of the Project Period..
The project's activities will be concentrated on identification of
problem areas, developing counter measures and providing resources
necessary to support training and treatment activities.
VOICE PROTECTION FOR INVESTIGATION OF COMPLEX CRIMINAL CONSPIRACIES
AND SPECIAL THREAT SITUATION

This project will allow for the purchase of a Digital Voice
Privacy Satellite Radio System It is expected that the funds
allocated to this project will enable the Miami Police Depart-
ment to provide ten (10) hand-held type radios with frequency
encoding capability. This equipment will permit the Department
to undertake a more sophisticated and aggressive position in
investigating organized criminal activity. The project will
also enhance the chances for successful prosecutions of such
cases.

The inefficient coordination of hardware technology with systems
application has resulted in serious delays in the development of
much needed programs. This project will assess current hardware
and software capabilities by evaluating their application, coord-
ination and effectiveness. It is proposed that these activities
be be undertaken by an outside consultant applying expertise not
available in-house.

LEAA requires a formal resolution from the City Commission to
be attached to the application. The proposed resolution,
which conforms with the conditions set forth in the Subgrant
Application and Instruction Manual, is enclosed.
