HomeMy WebLinkAboutR-79-0796RESOLUTION NO. 7 9- 7 9 6 A RESOLUTION REAFFIRMING THE INTENT OF THE CITY COMMISSION THAT THE CITY MANAGER PROVIDE THE NECESSARY TECHNICAL, CLERICAL AND ADMINIS- TRATIVE SUPPORT TO THE COMMUNITY DEVELOPMENT ADVISORY BOARDS THROUGH THE CITIZEN SERVICES AND PLANNING DEPARTMENTS, IN LIEU OF DIRECTLY FUNDING EACH COMMUNITY DEVELOPMENT ADVISORY BOARD. WHEREAS, the Community Development Advisory Boards, consist of fifteen volunteer members elected by the community to advise the City Commission on target area needs and priorities as it relates to the Community Development Biock Grant Program, and WHEREAS, the Citizen Participation Guidelines specify that City staff will provide the necessary technical, clerical and adminis- trative support to the Community Development Advisory Boards, and WHEREAS, City staff are assigned to work in each target area to provide technical, clerical and administrative support, and WHEREAS, general City policy has been to provide necessary support through the Administration to all Boards and Committees estab- lished by the City Commission, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The intent of the City Commission is to reaffirm that the City Manager provide the necessary technical, clerical and administrative support to the Community Development Advisory Boards through the Citizen Services and Planning Departments, in lieu of di- rectly funding each Community Development Advisory Board. _ PASSED AND ADOPTED this 26th day of November 1979. Citizen Services Department November 19, 1979 Resolution providing support to Community Development Advisory Boards through the Departments of Citizen Services and Planning. It is recommended that the City Manager, through the Citizen Services and Planning Departments, provide the necessary technical, clerical and administrative support to the Community Development Advisory Boards in lieu of funding each Community Development Advisory Board, per the attached resolution. In the Spring of 1979, the City Commission adopted guidelines for citizen partici- pation for the Community Development Block Grant Program. The guidelines created a 15-member Community Development Advisory Board in the Community Development target areas and specifically defined the role of the Board as well as the type of assistance the City Administration would provide to the Board through the Citizen Services and Planning Departments. According to the guidelines, the operation and administration of the Program are the responsibility of City staff. A City Planner and a Community Involvement Specialist are assigned to work in each target area. At recent meetings, some of the Boards have requested that the City provide them with a budget to hire their own staff, lease office space and pay for general operating expenses (i.e. telephones, utilities and supplies). After reviewing the Boards' request as well as the support the administration is currently providing, this excessive expense cannot be justified: To fund one Community Development Advisory Board would set a precedent and would result in providing funds for each Community Development Advisory Board. Other Boards and Committees established by the City Commission receive technical, clerical and administrative support through the City Administration. It is recommended that the City Commission adopt the attached resolution which ensures the Community Development Advisory Boards that the Administration will continue to provide them the necessary technical, clerical and administrative support.
