HomeMy WebLinkAboutR-79-0782RESOLUTION NO. 79 7 82 A RESOLUTION IN CONNECTION WITH THE COCONUT GROVE ARTS FESTIVAL, ON FEBRUARY 15, 16 AND 17, 1980, CLOSING CERTAIN STREETS TO THROUGH TRAFFIC ON SAID DATES DURING SPECIFIED HOURS AND ESTABLISHING A PEDESTRIAN MALL; SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE AND FIRE DEPARTMENTS; WAIVING ONE-HALF OF THE RENTAL FEE AND GRANTING PERMIS- SION FOR THE USE OF PEACOCK PARK SUBJECT TO PAYMENT BY COCONUT GROVE ASSOCIATION, INC. OF ALL RELATED COSTS; ALLOCATING MONIES FROM SPECIAL PROGRAMS AND ACCOUNTS - QUALITY OF LIFE PROGRAM - FEE WAIVER - TO COVER THE COST OF SAID WAIVER; PROVIDING THE SERVICES OF 3 REGULAR POLICE OFFICERS, WITH THE ASSOCIATION TO PAY FOR 16 OFF -DUTY POLICE OFFICERS AND 2 SERGEANTS AND 1 LIEUTENANT; PROVIDING PARK RANGERS, AS NEEDED, AND PUBLIC SERVICE AIDES AT THE DISCRETION OF THE POLICE DEPARTMENT; PROVIDING THAT THE COCONUT GROVE EXHIBITION CENTER PARKING LOT AND THE CITY EMPLOYEE PARKING LOT BE MADE AVAILABLE ON SATURDAY AND SUNDAY; PROVIDING THE USE OF 23 DUMPSTERS, AND 50 TOTE BARRELS TO BE SERVICED DAILY, INCLUDING SUNDAY, SUBJECT TO PAYMENT OF CLEANUP COSTS BY COCONUT GROVE ASSOCIATION, INC.;.` ALLOCATING $1,000 FROM SPECIAL PROGRAMS AND ACCOUNTS - QUALITY OF LIFE PROGRAM FOR THE PURCHASE OF TWO AWARD WINNING WORKS OF ART INCLUDING ONE BY A FLORIDA ARTIST;< AND FURTHER PROVIDING THAT THE SAID ASSOCIATION SUBMIT TO THE CITY MANAGER, WITHIN 30 DAYS FROM THE DATE OF SUCH FESTIVAL, A DETAILED ACCOUNTING OF GROSS RECEIPTS RECEIVED BY IT BY WAY OF FEES AND FUNDS RAISED IN CONNECTION WITH THE AFORESAID FESTIVAL, TOGETHER WITH A DETAILED ACCOUNTING OF FUNDS DISBURSED, INCLUDING THE MANNER IN WHICH NET PROFITS ARE TO BE DISBURSED, TOGETHER WITH A STATEMENT OF THE SUMS DISBURSED, AND ESTABLISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE FESTIVAL PERIOD. WHEREAS, the Coconut Grove Association, Inc. has requested assistance in connection with the l7th Annual Coconut Grove Arts Festival 1980; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The waiver of one-half of the regular rental fee per day for the use of the administrative building located in Peacock Park as temporary headquarters, together with the use of the said park for cultural affairs only during the aforesaid 3-day period is hereby granted to Coconut Grove Association, Inc., the sponsors of the Annual Coconut Grove Art Festival, with funds hereby allocated from Special Programs and Accounts - Quality of Life Program - Fee Waiver, to cover the cost of said waiver. Section 3. Said fee waiver set forth in Section 2 hereof is granted subject to Coconut Grove Association, Inc., paying for event personnel, insurance, and all other direct costs borne by the City. Section 4. The services of 3 regular Police Officerswill be provided at strategic locations, and the Association shall pay for the services of 16 Off -Duty Police Officers and 2 Sergeants and 1 Lieutenant with time and length of duty to be set at the discretion of their police supervisors at the request of the Coconut Grove Association, Inc. 1J #0% Section 5. Services of as many Park Rangers, as deemed necessary by the City, will be made available and Public Service. Aides will be used r t at the discretion of the Miami Police Department. Section 6. The use`of the Coconut Grove Exhibition Center's parking lot will be made available during this event, together with City employee parking lots on Saturday and Sunday. Section 7. The use of 23 dumpsters and 50 tote barrels will be made available, located throughout the festival grounds, to be serviced daily by the City, including Sunday, subject to payment of cleanup costs by the Coconut Grove. Association, Inc. Section 8. The sum of $1,000 is hereby allocated from Special Programs and Accounts - Quality of Life Program - for the purchase of two award winning works of art, one by a Florida artist. Section 9. The Coconut Grove Association, Inc`. shall submit to the City Manager, within 30 days from the date of such festival, a detailed accounting of gross receipts received by it by way of fees and funds raised in connection with the aforesaid festival, together with a detailed accounting of funds disbursed, including the manner in which net profits are to be disbursed, together with a statement of the sums disbursed. • • -2- 79-782 Section 10. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 30 of the City Code, as amended, will not be valid in the following designated area between the hours of 7:00 A.M. and 7:00 P.M. on February 15, 16, and 17, 1980: Grand Avenue to Mary Street Bay Front to Mary Street Mary Street North to Oak Street Oak Street West to McDonald Street McDonald Street South to Grand Avenue Grand Avenue East to Commodore Plaza to Main Highway Main Highway Southwest to Franklin Avenue PASSED AND ADOPTED this 26th day of November ATTEST: RAL G. Coconut Grove Arts Festival The Coconut Grove Association, Inc. has begun planning for the 17th Annual Coconut. Grove Arts Festival scheduled to be held on February 15, 16 and 17, 1980. Attached is a resolution granting the closing of certain streets as well as other City services in accordance with City Commission Policy 100-4.` This year's festival request includes minor changes from past events, which include: 1. The extension of the boundaries of the festival one block south on Main Highway (to Franklin Avenue) and one block north on Bayshore Drive (to Mary Street). 2. The purchase of an additional piece of art work by a Florida_ artist for the sum of $500.00 for a total of 2 works of art at a total of $1,000.00. • 79 782
