In summary, this procedure provides that the three (3) City of Miami members shall be appointed as follows: 1. from a list of candidates submitted by the Library Advisory Board to the City Commission. 2. The City Commission shall select one candidate (from a list of 3 candidates per vacancy) to. submit to the County Commission. 3. The County Commission shall appoint the suggested candidate to the Board. Last year, Mrs. Marcie Ersoff, Chairman of the Library Advisory Board, appeared before the City Commission to present a report on the Library System and submit the Advisory Board's recommendation of candidates to fill City. vacancies on the Board. The Commission indicated that they were pleased with this approach and suggested that such a report be made annually. Attached is a letter from Edward Sintz, Director of the Metro -Dade Public Library System, requesting that Mrs. Ersoff appear before the City Commission on December 5, 1979, regarding the Library System and submit the Board's recommendation of candi- dates to fill the existing two (2) City vacancies on the Board (list attached). At its October 31, 1979 meeting, the City (No. 79-747) appointing Mr. Edmund Taylor tative on the Miami -Dade Library Advisory the resignation of Dr. Faye talker, whose Commission passed a motion of intent Henry as the City of Miami's represen- Board. This motion was predicated upon term would have expired on September 30,1981. Mr. Edmund Henry has been recommended by the Library Advisory Board asa candidate to fill one of the City's vacant positions. It appears that since the Commission has indicated by motion, the intent to appoint Mr Henry to the. Library Advisory Board, it is now appropriate to formalize the Commission's intent by resolution. Ms. Bellamy has been contacted by telephone concerning this request. As required under Dade County Ordinance 77-81 (attached), the Library Advisory Board met on October 15, 1979, to select candidates for vacancies created by terms expiring in 1979. Two of the four vacancies are City of Miami positions on the Board: Mrs. Helen Muir, term expired September 30, 1979 Dr. Faye Walker. Resigned September, 1979..Her term would have expired 9-30-81 As specified in the Ordinance, the Miami. City Commission is to select two of the six candidates and submit their names to the Dade County Commission for appointment one to a three-year term and the other to fill the unexpired term of Dr. Walker. MEMORANDUM Agenda Item No. •-4 trt' Honorable Mayor and Members, b^"` October 4, 1977 Ordinance Relating to the Metropolitan Dade County Public Library Advisory Board' Board of County Commissioners ruercer Ruth Shac; County Commissioner 77 r- 3 1 . The accompanying ordinance was prepared and placed on the agenda at the request of the Chairman of the Public Library Advisory Board. The proposed amendments have been approved by Mrs. Marcie Ersoff, the Chairman of the Library Board; Mr. Ed Sintz, Director of the Department of Libraries, and Mr. Robert Homan, Assistant to the City Manager of the City of Miami , . The amendments proposed improve the selection and appoint- ment process of the, Library Advisory Board as follows: 1. The amendments eliminate the requirement that five members of the nine member board must be residents of municipalities served by the library system. There are presently nine Dade County municipalities not included in the library system and, in the'future, as some of these municipalities join, they would likely want representation on the Library Board and it would be impossible to assign each a seat. We would, of course, retain the requirement that "the board shall be representative of the various interests ! of this metropolitan area in respect to geographic and economic factors". Because of the major contribution of the. City of Miami in transferring its library system to Dade County in 1971, the representation from the City should be maintained. Paragraph 018 of the Agreement between the City and County on the tr.-nsfer. of the Library System requires representation on the Board for three City residents. 2. Vacancies on the Board would be filled in the same manner recently provided for other County boards: the County Commission would select one of three names submitted by the Board. With regard to vacancies of representatives from the City of Miami, the City Commission would initially select one of the three names before County approval. RS/ RAG/ lc Attachment .r.+.
