AN ORDINANCE AMENDING ORDINANCE NO. 8740,
ADOPTED JANUARY 11, 1978, WHICH CREATED THE
DEPARTMENT OF CITIZEN SERVICES, BY AMENDING
SECTIONS 1 AND 2 THEREOF, AND SUBSECTIONS (c)
AND (e) OF SECTION 3 THEREOF, TO PROVIDE FOR
CHANGING THE NAME OF SAID DEPARTMENT TO THE
DEPARTMENT OF COMMUNITY DEVELOPMENT; DELET-
ING THEREFROM FUNCTIONS OF ADMINISTERING
CHILD CARE PROGRAMS AND DEVELOPING CULTURAL
ENRICHMENT ACTIVITIES; DISTRIBUTING TO SA1D
DEPARTMENT FUNCTIONS AND DUTIES HERETOFORE
PERFORMED BY THE OFFICE OF COMMUNITY DEVELOP-
MENT; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission passed and adopted Ordi-
nance No. 8740 on January 11, 1978, creating a department to
be known as the Department of Citizen Services; and
WHEREAS, Section 19A of the City Charter provides that
the Commission may create new departments or discontinue any
department and determine, combine, and distribute the functions
and duties of departments and subdivisions thereof; and
WHEREAS, it is the desire of the City Commission to better
serve the general public in a more efficient and satisfactory
manner; and
WHEREAS, the Commission can best accomplish this by exer-
cising such authority as to: (i) distribute to said Department
all of the functions and duties heretofore performed by the
Office of Community Development; and (ii) change the name of
said Department to the Department of Community Development; and
(iii) delete from the original ordinance (Ord. No. 8740) those
provisions relating to administration of child care programs
and the development of cultural enrichment activities, which
functions have since been distributed to another department;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Sections 1 and 2, and Subsections (c) and
(e) of Section 3 of Ordinance No. 8740, adopted January 11,

1978, are hereby amended in the following particulars:

constitute the amendment proposed. The remaining provi-
sions are now in effect and remain unchanged. Asterisks
indicate omitted and unchanged material.
"Section 1. A department to be known as the
Department of eititen Services Community Development
is hereby created.
Section 2. The City Manager is hereby authorized
to appoint a director of the Department of eitieer
Services Communitj Development . The Director shall
administer the affairs of the department subject to
the supervision and control of. the City Manager in all
matters.
Section 3. The functions and duties of the Depart-
ment of eitieen Services Community Development are to:

the Community Development Block Grant; and to coor-

of City-wide housing improvement strategies and recom-
mend programs to further the goals of the strategy.
Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.

Ordinance Amending Ordinance 8740, by
Changing Name of Citizen Services
Department to Department of Community
Development
It is recommended that the City Commission
amend Sections 1, 2 and 3 of Ordinance No.
8740, by changing the name of the Department
of Citizen Services to the Department of
Community Development, per the attached
Ordinance.
This proposed change was discussed previously with the Commission during
the recent budget process.
I am recommending that this Department be renamed, as outlined in the
attached Ordinance.
