AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
No. 8719 ADOPTED OCTOBER 26, 1977, THE SUMMARY
GRANT APPROPRIATIONS ORDINANCE, AS AMENDED;
BY ESTABLISHING A NEW TRUST AND AGENCY FUND
ENTITLED: "PARK AND RECREATION PLANNING GRANT",
AND APPROPRIATING FUNDS FOR THE PURPOSE OF SAME
IN THE AMOUNT OF $35,000; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE: AND DIS-
PENSING WITH THE REQUIREMENT OF READING SAME ON
TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26,
1977, establishing resources and appropriations for grant funds anticipated
by the City of Miami, Florida, and for corresponding City matching funds; and
WHEREAS, the City of Miami submitted a grant application to the United
States Department of Interior on September 9, 1979 requesting $35,000 for a
recovery action grant authorized by the Urban Parks and Recreation Recovery
Act of 1978; and
WHEREAS, the City Commission of the City of Miami authorized the City
Manager to accept grants offered by the United States Department of Interior
under the Urban Parks and Recreation Recovery Program by passing Resolution
No. 79-755; and
WHEREAS, a grant award of $35,000 has been offered to the City of Miami
to identify needs, establish goals and objectives, develop a methodology for
accomplishing the objectives, and formulate priorities and schedules for the
development of the park and recreation system; and
WHEREAS, a required in -kind matching share of $35,000 has been iden-
tified by the Parks Department through the use of existing staff from various
City Departments;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977,
as amended, is hereby further amended in the following particulars:1/

The remaining provisions are now in effect and remain unchanged. All
figures are rounded to the next dollar . Asterisks indicate omitted
and unchanged material.
"Section 1. The Following Trust and Agency Fund is hereby
established and resources are hereby appropriated as described
herein:

RESOURCES: United States Department of Interior $35,000
APPROPRIATION: Park and Recreation Planning_Grant $35,000"
Section 2. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 3. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of
this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the
members of the Commission.

It is recommended that a Trust and Agency Fund
be established entitled "Park and Recreation
Planning Grant" and that $35,000 be appropriated
for it, per the attached ordinance amendment.
The City has been awarded a $35,000 grant from the Heritage Conservation and
Recreation Service, U. S. Department of the Interior. The purpose of this
grant is to identify needs, establish goals and objectives, develop a method-
ology for accomplishing the objectives, and formulate priorities and schedules
for the development of the park and recreation system.
This is a 50-50 grant with the City providing its 50% through the use of existing
staff from various City Departments. These funds and staff time will be used in
the preparation of a Recovery Action Program which is required by HCRS in order
to qualify for Urban Parks and Recreation Recovery Act funds. These funds will
be disbursed nationwide over the next five years.
