HomeMy WebLinkAboutO-09025AMENDMENT NO. 43 TO ORDINANCE NO. 8719 ORDINANCE NO. 9025 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719 ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATION ORDINANCE, AS AMENDED: BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "MIAMI COMPREHENSIVE CRIME PREVENTION PROGRAM" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $300,000 OF WHICH $30,000 IS TO BE PRO- VIDED FROM THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, MATCHING FUNDS FOR FEDERAL GRANTS FOR FY 79-80; CON- TAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE ; AND DISPENSING WITH THE REQUIREMENT OF READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by -the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the City Commission passed Resolution No. 79-440 on June 25, 1979, authorizing the City Manager to accept a grant award for a Miami Comprehensive Crime Prevention Program; and WHEREAS, the purpose of the program will be to coordinate available government resources, business, citizen and neighborhood organizations in a concentrated crime prevention program. The objectives of this program include: the development of a coordinated, integrated coalition of public and private organizations and com- munity residents interested in crime prevention activi- ties; the development of a Crime Prevention and Juvenile Delinquency Management Information System; the develop- ment of training programs for business, community and agency representatives in viable strategies conducive to comprehensive and coordinated crime prevention efforts; the development of viable cost-effective measures to decrease shoplifting/retail thefts in the .targeted business districts; the development of viable anti - truancy strategies for delinquency prevention in the targeted areas; and the reduction of fear of perceived victimization for violent or predatory crime in the targeted areas; and WHEREAS, under the terms of Public Law 90-351 as amended, the United States of America has authorized the Law Enforcement Assistance Administration (LEAA), through the Florida Bureau of Criminal Justice Planning and Assistance, to make federal grants to assist local government in the improvement of criminal justice; and WHEREAS, the sum of $30,000 has been identi- fied within the Fiscal Year 1980 Special Programs and Accounts, Matching Funds for Grants Account, to provide the required matching funds; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars:/ "Section 1. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ord- inance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Harms Chief of Police NOV " 1979 Appropriation Ordinance for Police Department LEG 9-2 x FIN 21 I recommend that an ordinance amending Section 1 of Ordinance No. 8719 adopted October 26, 1977, The Summary Grant Appropriations Ordinance, be amended by establishing a new Trust and Agency Fund entitled "Miami Police Comprehensive Crime Prevention Project" and appropriating funds for the operation of same in the amount of $300,000 of which $30,000 is to be provided from fiscal year 1979-80 Cash Match Account. The "Miami Police Comprehensive Crime Prevention Project" will coordinate available government resources, business, citizen and neighborhood organizations in a concentrated crime prevention program.
