DS:vp Enc. • c� •• Lam% MODEL CITY COMMUNITY DEVELOPMENT ADVISORY BOARD RESOLUTION The fundamental purpose = is rrovide a mechanism through which public-spirited citizens can, with the aid of government, work toward the elimination of physical, social and economic problems of Model Cities. The community wishes to inform the commission that government agencies have carried out a'magnificent battle in those fields, but it is generally recognized that: such agencies cannot do the full job without the cooperation of the whole body of citizens, acting in the public interest without pecuniary gain or profit. To supply this need, the community and Board is requesting that the City Commission designate, by resolution, the MLKNA as the Development Agency in t•Iidel Cities C.D. Target area to provide'a vehicle for the channelling of the energies, knowledge, experience and financial resources of the community in this great cause. The designation of MLKNA as the Development Agency for Model City is a major component of the redevelopment and revitalization process. It is essential because the community must first accept a• new role based upon its understanding that the redevelopment effort is essentially an economic process that requires the full support of the community if the community is to derive economic benefits. The MLKNA will perform the crucial role of deciding what redevelopment and revitalization activities best meet area resident's needs. As the redevelopment planning for King Heights proceeds, the MLKNA will serve as the coordinating mechanism which makes recommendations to organizations, the City and County on several aspects of projects before implementation takes place. The initial task of the Agency is to work with a consultant on coming up with a redevelopment plan for King Heights to recommend to the City and County Commissions for approval. The Community Development Advisory Board for Model Cities and the Com- munity feels that MLKNA should' be designated as the Agency for planning and implementing community development and redevelopment projects/programs in the area. The Agency should have the technical resources to assist in conducting surveys and feasibility studies; organizing training programs for area businessmen and residents; seeking funding/bonding resources, and in general be designated as the local development corporation for Model Cities. Upon the designation of the MLKNA as the Development Agency, the Commission should approve C.D. funding for the agency pending ?roposal to be n..epared by the mIv"'A for submission to the Commission. MODEL CITIES DEVELOPMENT AGENCY INTRODUCTION: The Martin Luther King Neighborhood Association (MLKNA) was organized during the summer of 1977. The purpose of the MLKNA as the Development Agency for Model Cities is to provide a mechanism for coordinated citizen input to the City of Miami and Dade County in the planning,,.fmplementation anti assessment of community redevelopment and revitalization programs in the Model Cities C.D. target area in accordance with Section 570.303 and . 570.204 of the Community Development Act of 1974, as amended, to seek achievement of .maximum economic return and benefits to the entire community from C.D. expenditures in Model Cities and to develop programs and projects in accordance with 570.204 Sub- part C and Section 570.204(2)(.ii) of the CDBG and (iv) regul- ations which are part of a comprehensive strategy including the provision of a combination of improvement activities, coordin- ation of public and private efforts, and identify sufficient resources to achieve substantial improvements in the Model Cities Target Area. Goals and Objectives of MLKNA as the Model Cities Development Agency: The general goals and objectives of MLKNA which are part of the by-laws of the organization relate to overall physical, economic and social improvement for the King Heights Neighborhood Strategy Area in t•Model Cities. In addition, the MLKNA is organized to further the following goals and objectives as the Model City Development Agency: 1) To be an entity with public, private and community parti- cipation which would provide input to the City and County on the overall redevelopment and revitalization program for Model Cities. 2) To act as and to serve as the vehicle for community -wide participation in the redevelopment and revitalization process. 3) To establishand maintain a broad base of community -wide input and support for the organization through participation in the activities of the organization through membership on its Board of Directors, on standing committees of the organization, and through formation of coalitions of other community groups, organizations and individuals. 4) To establish and maintain channels of communication with the City of Miami and Dade County, neighborhood civic leaders, business and professional sectors of Model Cities to foster, stimulate and promote ideas for the economic redevelopment and revitalization of King Heights NSA and the entire C.D. target area. 5) To foster, promote and assist in implementing a long-range program to insure the economic redevelopment and stability of Model Cities. 6) To assist local organizations and government entities to develop and implement a comprehensive redevelopment and revit- alization strategy coordinated with existing activities to directly benefit residents. 7) To foster the development capacities of local organizations and government in order to improve their ability to plan and coordinate programs to improve economic conditions and to address the employment needs of area residents. 8) To assist organizations and government to identify primary program areas and activities to pursue in achieving economic 'redevelopment anc3 revitalization of Model Cities. 9) To operate as the Development Agency for Model Cities to the extent of carrying out the above activities and other programs designed to implement strategies for economic development and neighborhood revitalization set forth in Section 570.204(a), (2) (2)(iv) Subpart C, and 570.203 of the Community Development Act of 1974,as amended. 113111.1111.10iill MODEL CITY DEVELOPMENT AGENCY INTRODUCTION: The Martin Luther King Neighborhood Association (MLKNA) was organized during the summer of 1977. G) Assist local organizations and government entities to develop and implement a comprehensive redevelopment and revitalization strategy coordinated with existing activities to directly benefit area residents. 7) To foster the development capacities of local organizations and government in order to improve their ability to plan and coordinate programs to improve economic conditions in Model City and to address the employment needs of area residents. 8) Assist organizations and government to identify primary program areas and activities to pursue in achieving economic redevelopment and re- vitalization of Model City. 9) Function and operate as the Model City Development Agency to the ex - .tent of carrying out the above activities and others designed to implement strategies for economic development and neighborhood re- vitalization set forth in Section 570.204(a) , (2) (ii) , (2) (iv) , Subpart C, 570.202 and 570.203 of the Community Development Act of 1974, as amended. DEVELOPMENT PROPOSAL To accomplish the goals and objectives stated, the MCDA,, in partnership with the City of Miami and Dade County, propose to'implement a comprehen- sive strategy for neighborhood improvement in King Heights, Neighborhood Strategy Area/Model City, which encompass Economic Development and Housing Rehabilitation and Development. Economic DEVELOPMENT The Economic Development implemented as stated in Component of the Comprehensive strategy will be Section 570.204 Subpart C of the Community De- velopment Block grant regulations. r The regulation state in Subpart C that the City of Miami can provide assistance to, organization like MLKNA "for economic develop- ment or neighborhood revitalization activi- ties ... which are determined ... (the) Com- munity Development and Housing Plan". The City of Miami have identified those activities which are "necessary and appropriate" on page 86 of the Community Development Application for 1979-1982 as follows: There is a need to incorporate into the overall economic development planning and implementation process all those resources which have impact on improving business in Community Development target areas and to develop a unified program to ensure effective utilization of resources in light of the total available market. In particular, minority population groups experience significant unemployment or underemployment. The range of economic develop- ment activities to be undertaken must be of broad scope and oriented to the geographic location,. ethnic/racial composition, and specific development potential of each of the target areas. Within the neighborhoods there is a need for close coordination of city-wide and neighborhood development activities so as -to gener- ate maximum economic development potential in the neighborhoods, including minority business ownership. Key neighborhood commercial areas have deteriorated, experienced high vacancy rates for commercial properties and attracted businesses which contribute little to economic growth. High quality pedestrian improvements need to be developed in the active retail areas. In consideration of the above Economic Development needs expressed by the City of Miami, the I1LKNA as MCDA propose to undertake the following activities with block grant assistance from the City of Miami to provide for King Heights (NSA)/the target arca assistance identified in Section 570.204(C) of the CDDC regulations: (1) Assistance through grants, loans, guarantees, interest supplements, or technical assistance ,to new or existing small businesses, minority busi- ne:i ies and neighborhood nonprofit businesses for (1) Working capital or operational funds; and (ii)Capital for land, structures, property improve - improvements, and fixtures; (2) Capitalization of a SBIC or local develop- ment corporation required to qualify for assistance under other federal. programs; (3) Assistance to minority contractors to obtain performance bonding; or (4) Other activities, excluding those described as ineligible for block grant assistance in 570.207 (a) (1) and (e) , appropriate for community economic development or neighborhood revitalization such as those identified in Section 570.203 of CDBG regula- tions, as amended. HOUSING REHABILITATION AND DEVELOPMENT The activities of the Housing Rehabilitation and Development component are identified in Section 570.202 of the CDBG regulations. The MLKNA work- ing in cooperation with the City of Miami and Dade County will implement those activities in Section 570.202 in the King Heights NSA and Target Area in conjunction with the Great Neighborhoods Program. Specifically, the objectives of this partnership are: 1. To provide and opportunity for MLKNA to plan and implement specific tasks related to the revitalization of King Heights and Model City. 2. To promote the City of Miami's Great Neighborhoods Program in the King Heights and Model City target area. 3. To exercise responsibilities of: information dissemination, com- munit:y organization, outreach and follow-up. 4. To assist the City of Miami in meeting its long term rehabili- tation goal, of "preserving and upgrading the e::iSting housing stock through the provisions of... incentives" by implementing an Home Improvement Incentive Program. 5. To assist the City of Miami in meeting its rehabilitation goal of "increasing the supply of decent, safe and sanitary housing by encouraging ne'.z construction on in trill basis". G.. To assist the City of Miami to encourage the participation of private lending institutions in the redevelopment and revitali- zation process. 7. To assist the City of Miami in meeting its redevelopment objec- tives of "providing opportunities for middle income households socking attractive moderate density housing", and "increasing and maintaining hOlncO lnershi.pS levels through condominiums and co- operative housing programs". 8. To assist the City of Miami in coordinating all eligible rehabilitation and revitalization activities specified in Section 570.202 of the CDBG regulations. IMPLEMENTATION Ultimate responsibility for activity in this proposal and its program components lies with the Board of Directors of the Martin Luther King Neighborhood Association, Inc. These responsibilities are outlined below and are irrespective of the duties and tasks to be carried out by the staff of MCDA•. I. Administration A. Preparation of Work Program B. Staff Training C. Ongoing monitoring and assessment D. Preparation of quarterly reports E. Preparation of all legal contracts and option agreements F. All purchase negotiating G. Accounting and auditing H. Feasibility studies E. Preliminary design work F. Preparation of bid specifications and cost estimates G. 'Preparation of bid packages H. Construction management I. Research III. Community Reinvestment As a recipient of a government contract whose dollars are from taxpayers, we believe that it is our moral duty to reinvest back into the community. To this encl the MLKNA will utilize this contract as a means of providing investment opportunities for: minority business development, day care facilities, small manu- facturing plants, scholarships for neighborhood youth, a neighbor- hood credit union, venture capital, etc. IIIII111111UIIUI im CARRYING OUT THE ACTIVITIES TIME FRAME 1.
