Status of Employees Scheduled
For Layoff
This is a report on the current status of the 65 employees who were
originally scheduled for layoff in the FY 1979-80 budget. The re-
port does not include nine additional employees in the Department
of Publicity and Tourism who have been reassigned to other budgeted
positions in the City.
All of the employees scheduled for layoff were interviewed by our
recruitment staff. Their qualifications were updated. Each employee
was evaluated to determine other jobs in the City government for which
the employee could be referred for job interview. A temporary • freeze
was placed on job vacancies in 49 classifications that appeared suit-
able for placement of these employees.
In addition, the counseling staff has conducted at least two inter-
views with each of the employees in order to determine interest in
employment opportunities outside the City government. The entire
process was coordinated by our classification st.aff, which has main-
tained continuing contact with the operating departments in order to
assure that people scheduled for layoff are interviewed for existing
positions.
Up to the present date, 3 employees have been advanced to higher posi-
tions, 5 have been placed in similar positions, 1 has retired and 2
have been dismissed for cause. It is anticipated that 5 more employees
will be placed in other positions by January 14, 1980; 2 employees will
be placed in temporary positions; and 8 have indicated a willingness
to accept assignments as standLy laborers if no other opportunities in
the City are available. Thus, we expect that approximately 26 names
will be removed from the layoff list before January 17, 1980. An ad-
ditional 19 individuals have been referred for job interviews in City
departments and are still under consideration. It is anticipated that
not more than 3 or 4 of these employees will be placed.
Our counseling staff has referred 10 employees for job interviews in
private industry. No placements have been made, and these 10 employees
are still awaiting decisions by the employers. 47 of the employees
interviewed by the counseling staff have said that they are not willing
to accept interviews with private employers except as a last resort.
Thus, we anticipate that employees who are not placed in other City
departments by January 17 will be referred for job interviews in priv-
ti
ate industry.

It should be noted that some City departments with existing vacancies
have been preparing their own employees for advancement under career
development programs. They have been reluctant to consider referrals
from other sources, including referral of employees scheduled for
layoff. This is a problem that involves competing rights of different
groups of employees, as well as operating effectiveness of City pro-
grams. It is, of course, difficult for the departments to balance
these competing rights.
Staff within the Department of Human Resources will continue to monitor
this process and make referrals as vacancies occur. We will provide
you with complete information by January 17, 1980, or earlier if you
wish.

Status Report of Employees in
Tourism Promotion Department
This supplements my memo of December 21 concerning the status of em-
ployees scheduled for lay-off. This memo deals specifically with
employees in the Department of Tourism Promotion.
A. The following employees are scheduled to be transferred to the
City Information Office, if the City Commission appropriates the
necessary funds:
