HomeMy WebLinkAboutR-79-0870t RESOLUTION NO. 7 9 8 7 0 A RESOLUTION APPROVING THE ATTACHED CITY MANAGER'S REPORT WHEREIN HE PROPOSES TO ACQUIRE AN EXISTING SCULPTURAL WORK OF ART EXECUTED BY ARNALDO POMODORO, TO BE PART OF THE CITY'S ART IN PUBLIC PLACES PROGRAM IN CONNECTION WITH THE CONSTRUCTION OF, THE NEW CITY ADMINISTRATION BUILDING,FOR AN AMOUNT NOT TO EXCEED $48,000; AND AUTHORIZING, THE CITY MANAGER TO USE FUNDS APPROPRIATED FOR THE NEW CITYADMINISTRATION BUILDING (7073), AS REFLECTED IN ORDINANCE 9019, CAPITAL IMPROVEMENT PROJECTS AND APPROPRI- ATIONS, ADOPTED NOVEMBER 8, 1979, FOR WHEREAS, there is a legal requirement that 1-1/2% SAID appropriation for construction of governmental buildings be set aside for the purpose of acquiring suitable works of art for those buildings; and WHEREAS, the City's new Administration Building, now under construction, is among the buildings to which the above requirement properly applies; and WHEREAS, the City Manager, as required by ordinance, and having been assisted by the City's Cultural Arts Advisory Committee, known as the "Art in Public Places Committee," has rendered the attached report to the Commission, prior to his acquisition of certain works of art; and WHEREAS, the necessary monies are available from funds appropriated for the new City Administration Building (7073), as reflected in Ordinance 9019, Capital Improvement Projects and Appropriations, adopted November 8, 1979; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY' OF MIAMI, FLORIDA: Section 1. Section 2 The City Manager is hereby authorized to acquire-ti work of art, for an amount not to exceed $48,000, as follows: A cast bronze sculpture, executed by Italian artist Arnaldo Pomodoro, from the Marlborough Galleries. !1 Section 3. The City Manager is hereby authorized to expend an amount not to exceed $48,000 for the acquisition of the foregoing art work, as and for the City's Art in Public Places Program in connection with the construction of the new City Administration Building, using funds appropriated for said building, as reflected in Ordinance 9019, Capital Improvement Projects and Appropriations, adopted November 8, 1979, for such purpose. [is�U s:. r;,"; It is recommended that the City Commission adopt a resolution authorizing the City Manager to purchase an existing sculpture by Italian artist Arnaldo Pomodoro as part of the Art in Public Places Program, in the amount of $48,000, using funds appropriated for the new City Administration Building by Ordinance 9019, Capital Improvements and propriations, adopted November 8, 1979. The proposed legislation will enable the City to purchase the abovementioned sculpture for installation at the new City Administration Building located at Northwest 3rd Avenue between 2nd and 3rd Streets. As you are aware, this work of art: has been highly recommended by the Art in Public Places Committee for this application. Grassie, City Manager Authority Section 16-5 of the City Code complies with. Dade County Ordinance 73-77 which established a policy of using at least 1.5% of the construction cost of new governmental buildings within Dade County for the acquisi- tion of works of art. Under paragraph 16-5.4, the City Manager is required to submit a report to the City Commission for discussion at its regular meeting of his proposed action in regard to (a). the selection and commissioning of artists, and (b) the review of design and acceptance of works of art prior to expenditure of funds that may be appropriated for the acquisition of works of art for a project. This memorandum serves as my report with respect to art work for the City of Miami's new Administration Building (7073), now under construction, and located on the east side of Northwest Third Avenue between Second and Third Streets. The estimated amount of money to be allocated for art work for this building is approximately $48,000 to be allocated from Capital Im- provement Projects and Appropriations, Ordinance 9019, adopted November 8, 1979. Selection and Commissioning of Artists: On August 1, 1979, the Art in Public Places Committee met with the architects of the new Administration Building (Lester Pancoast, Adolfo Alhaisa) to discuss options for the selection of art. The architects proposed purchasing a piece already in existence. The Committee's discussion then turned to two sculptures on display with the exhibition of Arnaldo Pomodoro sculptures in Bayfront Park as part of a cultural exchange initiative by the artist and the City of Miami. The Committee agreed to examine the sculptures and the pro- posed site of installation. At its meeting of September 12, 1979, the Committee was unanimous in its agreement that the Pomodoro sculpture shown in the attached photograph would be an appropriate selection for the building, and a handsome addi- tion to the A.rt in Public Places collection. _Their recommendation was. then convened to me. Mayor and Members of the City Commission December 20, 1979 Page No. 2 The Committee also requested that Mrs. Margarita Ross, Coordinator of the Cultural Division, Leisure Services Department, meet with the artist or his representative to negotiate a discount from the $65,000 retail price. On October 16, 1979, I met with Mmes. Ross and Carla Panicali, agent for the artist and representative of Marlborough Galleries, for said purpose. As a result of this meeting, we were able to negotiate a price of $48,000 and fall within the proposed art allocation for the project. Review of Design and Acceptance The sculptural work in question and other works by Pomodoro have been examined by the Committee as to artistic merit and I have accepted its recommendation by means of this report. Reo n endation Based on the foregoing, I recommend that the City Commission approve the attached resolution which provides for the acceptance of this report and authorizes me to purchase the forementioned work of art, in an amount not to exceed $48,000 using funds appropriated for the new City Administration Building, as reflected in Ordinance 9019, Capital Improvements and Appropriations.
