FROM ITS PRESENT OWNER, MR. WILLIAM R. ROBBINS; FURTHER AUTHORIZING THE CITY MANAGER TO DEVELOP AND IMPLEMENT A PLAN TO REHABILITATE SUBJECT PROPERTY AS PART OF THE CITY'S REHABILITATION DEMONSTRATION PROGRAM; UTILIZING FUNDS ALLOCATED TO THE OVERTOWN INTERIM ASSISTANCE BUDGET FOR FY-79; FURTHER AUTHORIZING THE CITY MANAGER TO PERMIT THE PRESENT TENANTS OF SUBJECT PROPERTY TO HOLD OVER ON A MONTH TO MONTH TENANCY UNDER EXISTING RENTAL RATES UNTIL SUCH TIME AS THE CITY COMMISSION. « 1 ` ;"> ?'> r^-.,7•o l STABLISHES OTHER RATES, DISPOSES OF, OR CHANGES THE i +,i c 1 i V LSE OF SAID PROPERTY. i CLi' r � ti_. 4. • f WHEREAS, the City Commission is undertaking efforts to rehabilitate and revitalize the Overtown (Culmer) neighborhood; and WHEREAS, Mr. William R. Robbins is the owner of real property located at 240 N.W. llth Street, City of Miami, and has offered to donate clear title to subject property to the City of Miami; and WHEREAS, the Department of Community Development has determined that the subject property is ideally suited for a rehabilitation demonstration program; and WHEREAS, it is the present intention of the City to permit the existing tenants to remain on a month to month basis until the property is disposed of or the use of the property changes; and "DOCUMENT`TEX WHEREAS, the City Manager recommends; ITEM NO. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to accept the gift of real property located at 240 N.W. llth Street, legally described as Lot 6, Block 15 North, City of Miami, PB B-41, from its present owner, Mr. William R. The'City Manager is hereby authorized to develop and imple— ment a plan to rehabilitate the subject property as part of the City's Re— habilitation Demonstration Program, utilizing funds allocated to the Overtown Interim Assistance Budget for FY-79. Section 3. The City Manager is hereby authorized to permit the present tenants. to hold over on a month to month tenancy under existing rental rates until such time as the City Commission establishes other rates, disposes of, or changes the use of said property. Grassie City Manager riN 1 /12-14'444- Dena Spillman, Director Department of Community Development December 18, 1979 .un.1,!:(..: Gift of Real Property It is hereby recommended that the property located at 240 N.W. llth Street be accepted as a gift to the City of Miami from its present owner, Mr. William R. Robbins. Further, it is recommended that the City Manager develop and implement a plan to rehabilitate subject property as part of the City's 0vertown (Culmer) neighborhood rehabilitation demonstration program. It is intended to rehabilitate a fourteen (14) unit dwelling in the 0vertown neigh- borhood in order to demonstrate the feasibility of cost effective multi -family rehabilitation. Emphasis will be placed on participation of minority contractors. After a period of limited duration, (two to three years), the property will be dis- posed of, either to the private sector, of if feasible, to a non-profit housing corporation. Approximately $ 150,000 has been allocated in the 0vertown Interim Assistance. Budget for FY '79 in order to carry out this project The current tenants will be afforded the opportunity to remain after rehabilitation. December 17,.1979 Management Plan - 240 N.W. 1 1 St. Detailed below is a management plan designed to take effect upon transfer of title to 240 N.W. llth Street. The following steps will be immediately implemented: l) Insurance coverage as detailed in the 12/3/79 memorandum from the Director of Finance (see attached) will be in force. 2) 0vertown Interim Assistance Program personnel will take immediate steps to eliminate/repair all serious health and safety code violations, pending rehabilitation. Current tenants will be interviewed by staff and provided'with in- formation concerning the city's plans for the building. At:that time, the tenants will also be provided with information regarding collection of rents, tenant -management responsibilities, etc. 4) Appropriate city departments (Police, Fire, Building & Zoning, Finance) will be notified of the city's ownership and provided with names and telephone numbers of C.D. staff that can be reached in an emergency.' Overall administrative responsibility for the project shall be assigned to the De- partment of Community Development Housing Division.. A`Trust and Agency account will be established in which rents will be deposited and from which, routine doer ating expenses will be paid. All accounting, purchasing, and other financial trans- actions shall be carried out pursuant to established:City of Miami policy and regulations. Funds to undertake proposed rehabilitation work will be allocated from monies earmarked within the Interim Assistance Program budget for FY -'79. 3) The current tenants will be afforded the opportunity to remain as tenants after the City of Miami obtains ownership on a month to month basis. Until otherwise modified by City Commission action, the existing rent schedule will be adopted. Upon completion of the rehabilitation work and the: conversion of the current one -bedroom units into two -bedroom units, a revised rent'schedule'will be recommended. All local, state, and federalFairHousing, Affirmative Action, and Equal Opportunity provisions, guidelines, and regulations will be adhered to in the implementation of this project. "SUPPORTIVE _ DOCUMENT S 79 868 -2- At such time that the rehabilitation work has been completed, gas and electricity meters will be assigned to the tenants on an individual basis. Each tenant will be responsible for payment of utilities. Tenant selection for vacant units will be made in accordance with an occupancy plan to be approved by the City Commission. It shall be clearly, understood that the primarily purposes for the. City of Miami accepting subject property is to: 1) demonstrate that substantial rehabilitation can be achieved on a cost effective basis; reinforce the City of Miami's commitment to improve the condition of existing housing stock within the Culmer-Overtown neighborhood. At such time that the usefull.ness of the property to the City of Miami ceases to be necessary for the above stated purposes, the property will be disposed of, either to the private sector, or if feasible to a non-profit housing sponsor.
