AN ORDINANCE AMENDING ORDINANCE NO. 6871, THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF
MIAMI, BY CHANGING THE ZONING CLASSIFICATION
OF THE NORTHWEST CORNER OF THE TRACT DESCRIBED
AS COCONUT GROVE MUNICIPAL TRACT (62-61), PLUS ALL
OF THE JEFFERSON STREET RIGHT-OF-WAY FOR 377.3'
SOUTH OF THE SOUTH RIGHT-OF-WAY OF WASHINGTON AVENUE,
PROPOSED FOR VACATION, BEING APPROXIMATELY 3850-3996
WASHINGTON AVENUE, FROM R-2 (TWO FAMILY) TO PR
(PUBLIC PARK AND RECREATIONAL USE); OF THE JEFFERSON
STREET RIGHT-OF-WAY PROPOSED TO BE VACATED, TO PR
(PUBLIC PARK AND RECREATIONAL USE); AND OF THE RE-
MAINDER OF THE TRACT, FROM R-2 (TWO FAMILY) TO GU
(GOVERNMENTAL USE); AND BY MAKING THE NECESSARY
CHANGES IN THE ZONING DISTRICT MAP MADE A PART OF SAID
ORDINANCE NO. 6871 BY REFERENCE AND DESCRIPTION IN
ARTICLE III, SECTION 2, THEREOF; BY REPEALING ALL
ORDINANCES, CODE SECTIONS, OR PARTS THEREOF IN CON-
FLICT; AND CONTAINING A SEVERABILITY CLAUSE.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of September 19, 1979, Item No. 1-A (a), following an advertised
Hearing, adopted Resolution No. PAB 51-79 by a 7 to 0 vote
recommending denial of a change of zoning classification, as
hereinafter set forth; and
WHEREAS, the City Commission, notwithstanding the denial
by the Planning Advisory Board, finds that the use will not be
detrimental or injurious to the character of the development of the
immediate neighborhood;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive
Zoning Ordinance of the City of Miami, be and the same is hereby
amended by changing the zoning classification;of the Northwest corner
of the Tract described as COCONUT GROVE MUNICIPAL TRACT (62-61), plus
all of the Jefferson Street right-of-way for 377.3' south of the
South right-of-way of Washington Avenue, proposed for vacation,
being approximately 3850-3996 Washington Avenue, from R-2 (Two
Family) to PR (Public Park and Recreational Use); of the Jefferson
Street right-of-way proposed to be vacated, to PR (Public Park and
Recreational Use); and of the remainder of the Tract, from R-2
(Two Family) to GU (Governmental Use); and by making the necessary
changes in the zoning district map made a part of said Ordinance
No. 6871 by reference and description in Article III, Section 2
thereof.
Section 2. That all laws or parts of laws in conflict
herewith be and the same are hereby repealed insofar as they are in
conflict.
Section 3. Should any part or provision of this Ordinance
be declared by a Court of competent jurisdiction to be invalid,
the same shall not affect the validity of the Ordinance as a whole.

To allow the conversion of the Coconut Grove
Incinerator to a' Fire Department Training
Facility designating part of the site (and
vacated Jefferson Street) as park use in
conjunction with existing Grand Avenue Park
to the west.
The municipal incinerator in Coconut Grove
ceased operation in 1970 and the chimney was
demolished in 1974. The structure has remained
largely unutilized since that time except for
an auto mechanic school sponsored by Coconut
Grove Cares. Various efforts have been made
to either demolish the structure or find a pro-
ductive use, for it. The Parks Department has
completed three basketball courts, two tennis
courts and a parking lot on the north side of
the site.

BACKGROUND:
ANALYSIS:
Grand Avenue Park, George Washington Carver
Elementary School and Junior High School
are to the west, single family housing is
to the north and east, the Kings Way housing
project is to the south. Zoning is R-2.
By previous action of May 16, 1977, the Zoning
Board has recommended the closure of the por-
tion of Jefferson Street between the subject
site and Grand Avenue Park (Resolution ZB 82-77) .
The consulting firm of Hoffman/Santos/Raimundez
has prepared a report "Fire Rescue Training
Center" (May 1979) for the Fire Department
recommending that:
1. The incinerator be renovated as a Fire
Rescue Training Center.
2. Jefferson Street be closed and Grand Avenue
Park uses be expanded into the vacated
right-of-way.
3. The basketball courts, tennis courts and
parking area be retained.
4. The site around the structure be re -con-
toured to separate the circulation of fire
apparatus and private automobiles and
parking.
The training function consists of a) recruit
training and b) in-service training of existing
personnel. Some of the training exercises, such
as maneuvering fire fighting apparatus, will be
conducted on the site. However, all testing and
training involving noise and smoke will be con-
ducted inside the. structure
Thirty parking spaces are provided for the staff.
of five and average classes of 25. The site will
be generously landscaped.
The proposed budget is $1.43 million from Fire
Department bond funds, with construction scheduled
to commence this fall. Should the community
approve, CD funding might become available for
landscaping a 15' wide linear connection along
the north side of the site, next to Washington
Avenue.

The Coconut Grove Neighborhood Advisory
Committee (CD Task Force) by letter of
August 6, 1979 (attached) has expressed
their opposition to the Fire Rescue
Training Facility.
Approval, of a) and b) subject to site and
development plan approval.
This recommendation is based on the following
factors:
a) Compatibility. The surrounding park uses,
parking areas and open space will allow
compatibility of the facility with the
surrounding neighborhood.
b) Plan Conformity. The Miami Comprehensive
Neighborhood Plan designates the site for
recreation and open space, in conformity
with PR and GU zoning.
c) Traffic Access and Circulation. Circulation
is internal to the site with ready external
access from Thomas. Avenue to Brooker Street
to Grand Avenue an arterial street.
d) Effect Upon Adjacent Properties. The impact
of the facility on drainage, light and air
and property values is considered beneficial
by stationing City personnel in this large
structure, whose present vacancy is considered
detrimental.
e) Scale Relationships. Although out -of -scale with
the surrounding single-family, school and park
development this use makes productive use of an
obsolescent City facility.
f) Design, Landscaping and Amenities. Generous
landscaping and open space is provided.
g) Essential Use. Fire Rescue Training is essen-
tial to adequately train City firefighters.
DEFERRED by a 4-0 vote, September 5, 1979.
Recommended DENIAL, September 19, 1979, by a 7-0 vote.
