AMENDMENT NO. 46 TO ORDINANCE NO. 8719

AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT
APPROPRIATIONS ORDINANCE, BY ESTABLISHING FOUR NEW
TRUST AND AGENCY FUNDS ENTITLED: "CETA TITLE
II-B", "CETA TITLE II-D CONSOLIDA'D"; "CETA TITLE
IV", AND "CETA TITLE VI CONSOLIDATED"; AND BY
APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN
THE AMOUNTS OF $765,800, $5,619,762, $573,100, AND
$4,043,500, RESPECTIVELY, FOR A TOTAL OF
$11,002,162; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; AND DISPENSING WITH THE
REQUIREMENT OF READING THE SAME ON TWO SEPARATE
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE
MEMBERS OF THE CITY COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26,
1977, establishing resources and appropriations for grant funds anticipated by
the City of Miami, Florida and for corresponding City cash match requirements;
and
WHEREAS, Resolution No. 77-328, adopted April 14, 1977, authorized the
City Manager to enter into any contracts or agreements which will increase the
amount of funds available to the City of Miami to implement and/or carry out a
Public Service Employment Program under Title II of the Comprehensive Employ-
ment and Training Act; and
WHEREAS, Resolution No. 77-233, adopted March 16, 1977, authorized the
City Manager to enter into any contracts or agreements which will increase the
amount of funds available to the City of Miami and/or extend the funding
period for a Temporary Public Service Jobs Program under Title VI of the
Comprehensive Employment Training Act; and
WIGS, Resolution No. 77-585, adopted March 16, 1977, authorized the
City Manager to enter into any contracts or agreements which will increase the
amount of funds available to the City of Miami and/or extend the funding
period for a Temporary Public Service Jobs Program under Title IV,
Out -of -School Youth Program, formerly Title III, of the Comprehensive Employ-
ment and Training Act; and
WHEREAS, the aforementioned resolutions further authorized the City
Manager to execute any additional contract(s) and/or agreement(s) necessary to
implement and/or carry out comprehensive manpower services as authorized by
the Manpower Planning Council of Dade and Monroe Counties with their
respective Titles' available funds; and
a' • , the United States Department of Labor provides funds through
Metropolitan Dade County to be allocated and distributed by the South Florida
Employment and Training Consortium to specified cities and counties; and
WHEREAS, it is necessary for the anticipated resources which are to be
used for the grant programs to be appropriated for use as specified in the
applicable contracts and/or agreements;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as
amended, is hereby further amended in the following particulars: 1/

Section 2. All ordinances or parts of ordinances insofar as they are inconsistent
or in conflict with the provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph, clause, phrase, or word
of this ordinance is declared invalid, the remaining provisions of this ordinance shall
not be affected.
Section 4. The requirement of reading this ordinance on two separate days is here-
by dispensed with by a vote of not less than four -fifths of the members of the Commission.

FY'80 CETA Grants

One (1)
It is recommended that the enclosed ordinance be adopted
by the City Commission. This ordinance amends Section 1
of the Summary Grants Appropriations Ordinance to allo-
cate funds to operate six CETA programs under four CETA
titles for fiscal year 1980, in the amount of $11,002,162
through September 30, 1980.
There are three grants under CETA Title IIB to train 13
Trades Apprentices ($61,250), 237 youths ($573,000) and
12 handicapped individuals ($131,550), on a part time
basis, to develop skills which will prepare them for
unsubsidized employment within 12 months. These grants.
represent a total of 262 jobs and $765,800
Under Title IID, there is a consolidated grant for 556
full time jobs throughout city departments and community
agencies under subcontract, for a total of $5,619,762
These jobs are limited to 18 months and an average salary
not to exceed $7,362 per year, for applicants who have
been unemployed at least 15 weeks.
There is a Title IV grant for $573,100 to train and employ
149 out -of -school youths on a part time basis.
Lastly, there is a consolidated Title VI grant for
$4,043,500 to employ 421 people full time in various city
departments as well as community agencies under subcon-
tract. These participants are eligible after 10 weeks of
unemployment but are limited to 18 months of service and
$7,362 per year on the average, as in Title IID.
This ordinance has been reviewed and signed by the City
Attorney's Office and the Department of Management and
Budget, for the purpose of legal and budgetary accuracy.
