Gary Assistant City anager Yti January 7, 1980 Summary of Robert Krause's Memoranda on Status of Employees Scheduled for Layoff Orr:F RENCES: A review of Robert Krause's memorandum to you dated January 2, 1980 regarding the status of employees scheduled for layoff as a result of the FY '80 adopted Budget reveals that 60 employees, not including Publicity and Tourism, were scheduled for layoff on January 17, 1980. 0f this number, 31 or 52% of them were removed from the layoff register leaving only 29 or 48%. With regard to the Department of Tourism and Promotion, Robert Krause's memo of December 28, 1979, reveals that 25 employees were employed at the end of last Fiscal Year. 0f this number, 22 or 88% were either reassigned, transferred to other Departments, took employment with Dade County or resigned, leaving only 3 or 12% of the employees on the layoff register. It should be noted that I am assuming that all of these employees would have been laid off with the abolishment of the Publicity and Tourism Department, and that the City 'Commission will approve the additional appropriation for the Office of Public Information which will permit the retention of some of the employees scheduled for layoff. Hence, if these two categories of employees (Nron-Publicity and Tourism and Publicity and Tourism) are considered as one, the total number of layoffs would have been 85. 0f this amount, 53 or 62% have been removed from the layoff register, leaving only 32 or 38%. cc: Robert Krause Human Resource Department 80-i rH3M Joseph R. Krause� '� Director Department of Human Resources Status of Employees in Special Fund (Orginally scheduled for layoff) FF.PENCF_ I am,attaching two tables showing today's status for employees who were orginally scheduled for layoff January 17, 1980. The - tables do not include employees in the Department of Tourism Promotion, which is the subject of a separate appropriation ordinance. The first table includes a list of employees whose status has changed since October 17, 1979. These may be summarized as follows: Employees advanced 3 Employees placed or scheduled for placement 13 Employees dismissed 2 Employees retired 2 Employees scheduled for standy-by laborer assign- ments 7 Other anticipated placements 4 TOTAL 31 The second list includes 29 employees scheduled for layoff. These employees were sent layoff notices. last week, in order to comply with the Civil Service Rules. If we find other placements before January 17, the list will be reduced. It should be noted that this list is already smaller than what we anticipated a week ago. There are several special problems that we are currently working on: 1) Alfred Hay, Administrative Assistant I, is scheduled for layoff from the Department of Tourism Promotion. Under Civil Service Rules, he has rollback rights to bump Luis Carrasquillo, who is an Administrative Assistant I in Community Development. There is a f Joseph R. We are referring both Mr. Hay and Mr. Carrasquillo to that position, with a request that the Police_ Department convert the job to an Administrative Assistant I. Both employees are well qualified, and it would be a loss to the City if either were laid off. 2) We have a Typist Clerk I, Gisela A. Gonzalez in Tourism Promotion, who is apparently not scheduled to be absorbed in the City Information Office. This employee has been referred to a vacancy in Community Development. That Department has indicated that they do not wishto accept the employee. We expect to be able to resolve this problem before January 17. 3) We have six vacant positions of Fire Safety Specialist in the Fire Department. We have seven employees scheduled for layoff who would meet the minimum qualifications. The Fire Department has agreed to interview these employees. As you know, the State Fire Standards Council contends that these positions should be filled by qualified Firefighters. Chief Brice is hoping to make most of the appointments from an eligible register which contains candidates who are extremely well qualified and have skills that far surpass the minimum requirements. For this reason, we do not expect to place any employee scheduled for layoff in those positions. 4) We have a vacant position of Golf Course Starter. This is a part-time position which will terminate at the end of the golf season in April. Until last week, the Department of Leisure Services had been unwilling to accept any of these employees. Al Howard has now agreed that he will have his staff re -interview referrals and offer the position to anyone that meets the minimum requirements. We would expect that most employees would decline a job offer because of the fact that this is a part-time job that is only filled during the winter golf season. My memo of December 28 contains a separate report on the status of employees in the Tourism Promotion Department. That memo was based on discussions with Mr. Cortina. The memo of December 28, combined with this memo, covers all 65 employees who were orginally placed in the Special Fund and scheduled for layoff on January 17, 1980. Krause, Director '�' Department of Human Resources January 2, 1980 Information on Personnel Changes Requested by City Commission I am attaching a series of tables providing information requested by the City Commission at its meeting of December 27. I have discussed this material with Howard Gary, in order to be sure that we. are pro- viding the information requested. The first series of tables lists appointments and terminations from October 15 through December 27,1979. 1. List of new appointments. 2. List of advancements and promotions. 3. List of employees transitioned from CETA positions to budgeted positions. 4. List of resignations. 5. List of retirements and dismissals. 6. List of unclassified personnel changes. These include resigna- tions, advancements, and appointments. 7. Status report on those individuals who were originally scheduled for layoff and who were offered counseling appointments with our staff. The status report was current as of December 20, 1979. In many cases, the report indicates limitations placed by the em- ployees on their own availability for other employment. There have been some changes in status since December 20, because we are still making placement efforts. The above listings do not indicate any cases in which employees were hired, advanced, or transitioned from CETA into jobs that could otherwise have been filled by employees scheduled for layoff. I will send you a separate report on the current status of employees who were placed in the Special Fund. Also attached is a list of policy making personnel requested by the Commis- sion. This list includes all employees in policy making positions with two footnotes indicating the following: Joseph R.
